Dear Congressman MacKay:

I am writing in response to a .Fee Paid|June 18, 1986 letter]] that you received from one i of your constituents, Ms. Donna True, concerning the safety of the Crystal l River Unit 3 Nuclear Power Plant. Specifically, Ms. True, who lives in Ocala, '

Florida, expressed concern about living in the proximity of Crystal River Unit 3 which is located 40 miles southwest of Ocala. Ms. True made reference ,

to a recent letter from the Union of Concerned Scientists (UCS) which raised l concerns about Babcock & Wilcox reactor plants, including Crystal River Unit 3.

It is my understanding that the letter cited by Ms. True was a February 28, 1986 letter from the UCS to the Nuclear Regulatory Commission.

While I do not believe that the operating Babcock & Wilcox reactor plants pose an undue threat to the health and safety of members of the public living in the proximity of these plants, nevertheless, based on operating transients at the Davis-Besse and Rancho Seco plants during 1985 that required shutdown of these plants, I have been concerned about the reliability of Babcock &

Wilcox plants and their sensitivity to operational transients. Accordingly, in January of this year, the Nuclear Regulatory Comission staff initiated a reassessment of the basic design requirements for Babcock & Wilcox reactors.

The purpose of this effort is to reassess the overall safety of Babcock &

Wilcox plants and determine whether the present set of requirements for these plants are appropriate for the long term and lead to a level of safety at Babcock & Wilcox plants that is comparable to other pressurized water reactors.

This effort is expected to be completed by the end of this year and Florida Power Corporation, the Crystal River Unit 3 licensee, is participating in the reexamination. While we believe this reexamination is necessary, we also believe that all of the Babcock & Wilcox reactor plants, including Crystal River Unit 3, can safely continue to operate.

The purpose of this effort is to identify areas where improvements in plant design and operation will result in decreases in the number and complexity of plant operational transients. This effort is expected to be completed by the end of this year and Florida Power Corporation, the Crystal River Unit 3 licensee, is participating in the reexamination. While,we believe this reexamination is necessary, we also believe that all of the Babcock & Wilcox reactor plants, including Crystal River Unit 3, can safely cont.inue to operate.
