Dear Senator Bentsen:
I Reference is made to your letter of May 24, 1984, to Carlton C. Kammerer, j
Director, Office of Congressional Affairs,.U.S. Nuclear Regulatory Commission (NRC), concerning the inquiry of your constituent, Betty B. Brink, and the interim repl by George H. Messenger, Acting Director, Office of Inspector and e
?'
Auditor (OIA, sent to you on June 15, 1984 I(.
Ms. Brink alleged that NRC's Office of Investigations (01) had breached the 9
confidentiality of two welders, whose names she had provided, by publishing fy them in an 01 report. An investigation by OIA found ro evidence to support a
- grant of confidentiality to Ms. Brink on behalf of the welders.
Ms. Brink was also concerned that the NRC did not follow up to find the two wel ders. We are advised by the Executive Director for Operations that as a result of the non-specificity of the two welders' concerns and the lack of p
previous direct staff contact, the NRC Technical Review Team (TRT) decided to C
contact these individuals at a later time. As the major field review effort a,.
by the TRT is coming to a conclusion, it is now possible for the TRT to pursue i
the potential concerns of these welders and the TRT is attempting to contact i
them.
The OIA investication indicates that these welder's concerns centered around welding of the fuel pool liner. The TRT has already assessed this area
(
and no significant new findings are expected, f
