TMI ADVISCRY PANEL COMMENTS ON THE GISCHEL ISSUE

. This morning I received a call from Mr. Jack Minnich, Chairman, Dauphin County Commissioners and Mr. Norman Hetrick, Dauphin County Commissioner, concerning the affidavit of Mr. Gischel. They said they had just read Mr. Gischel's affidavit and had information for the NRC Commissioners. They were very ,

concerned about the safety issues and the form of the NRC's response to these issues. They asked what the NRC's plans were and I informed them that it was being handled by our Office of Investigations based in Washington. Their opinion was that any response by the NRC would not be deemed credible and that the only credible response would be from some group independent of the NRC organization. I asked what did they suggest and they said they didn't have any ideas except that no one would believe an NRC evaluation of the issues brought up by Mr. Parks and Mr. Gischel. I, asked if they felt that a special independent group such as the Rogovin Task Force would have the necessary credibility. They said such an independent group would certainly be better

. than the Office of Investigations, but were not sure. They requested that I pass their concerns alo.ng to the NRC Commissioners to which I agreed.

_ I told them that the NRC is very concerned about credibility and had taken positive steps in that area such as 0I reporting directly to the NRC Commissioners. I also mentioned to Mr. Minnich that if the TMI Advisory Panel had specific comments or recommendations on how the NRC could better address the credibility problem that I was sure the Commissioners would appreciate receiving,them from the panel. Jack said he would have the panel consider that.
