REVISION TO INSERVICE INSPECTION RELIEF REQUEST N0. I-00007 Re:

Grand Gulf Nuclear Station, Unit 1 (GGNS-1)

By letter dated July 22, 1986, the NRC staff granted relief from certain ASME Code inspection and testing requirements for some of the components in GGNS-1.

For Relief Request No. I-00007, relief was granted from volumetric examination of about 50% of the weld lencth on pipes encapsulated within containment penetration guard pipes, provided that code-required surface examinations would be performed. Volumetric examination of about 50% of the welds can be performed through ports in the guard pipes.

By letter dated August 25, 1986, Mississippi Power & Light Company requested further relief from examination requirements for pipe welds encapsulated within containment penetration guard pipes (Revision to Relief Request No.

I-00007). The licensee determined that it was impractical to perform surface examinations on more than about 50% of the weld length whereas the code requires surface examination on 100% of the weld length.

The NRC staff has completed its review of your August 25, 1986 submittal and has concluded that the relief request is appropriate. The staff's safety evaluation report is enclosed.

In reaching this conclusion, the staff has determined that the inspection and testing requirements are impractical and, pursuant to 10 CFR 50.55a(g)(6)(1), that the granting of relief is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest.

In making this determination, the staff has given due consideration to the burden that could result if those requirements were imposed on your facility.
