SUBJECT:

DESCRIPTION OF ACTIONS TAKEN RELATIVE TO ATOMIC SAFETY AND LICENSING BOARD PARTIAL INITIAL DECISION REQUIREMENTS FOR CATAWBA NUCLEAR STATION Per your request I am providing information regarding actions taken j

by Duise Power Company (DPC) and/or staff relative to the subject require-l ments.

The Atomic Safety and Licensing Board (ASLB), in a Partial Initial l

Decision (PID) issued on June 22, 1984 required actions to be performed by Duke Power Company and/or staff concerning several areas at Catawba.

These requirement!s and the actions taken are as follows:

a.

Upgrade procedures for control of welding filler metal (PID pg. 87): DPC revised QA Procedure H-3, Identification and Control of Welding Material to require each filler metal.

l type to be kept in separate pouches and never mixed. I have l

verified imple:nentation of this procedure via review of the QA manual and observations during field inspections.(I r

consider the DPC actions to be satisfactory to address the ASLBconcern.]

b.

Fc11ovup racc=mendations concerning Welding Concern No.

D-18 regarding socket weld sizes (PID pg. 106-107): I have verified that DPC followed up on the recomendations of their l

Technical Task Force that affected welds be investigated to l

assure their size was proper.

This included technical evaluation and reinspection. (I consider the DPC actions to beacceptable.]

Follovup recomendations concerning Welding Concern No. E-2 c.

regarding socket weld gaps (PID pg.121): I have verified that DPC followed up on their Technical Task Force recommendation to investigate socket weld gaps at Catawba.

This investigation showedthattherewasnotasocketgapproblematCatawba.[I N consider the DPC actions acceptable.]

Modify procedure for walk-down inspections to remove limitations (PID pg. 172-173):

DPC' revised QA Procedure M4, Visual Inspection and NDE of Welds to clarify that surface inspections are not limited to construction damage.

The procedure now requires any damage or unacceptable conditions observed to be documented. I have verified that this revision has been completed and forwarded to appropriate personnel. fI consider the DPC actions to be satisfactory to address the %SLB concern.))

e.

Verify remaining concrete honeycombing of significance is adequately repaired (PID pg. 242): Staff (Harris) has verified that significant honeycomb in Unit I has been repaired.

This was accomplished via followup of an Unresolved Item documented in RII Report No. 50-413/86-49 and 50 414/84-23.

j Followup of Unit 2 repairs will be conducted via followup of the violation described in the same report. [,The DPC tctions plannet; or taken relative to honeycombing are considered satisfactory.))

f.

Revise harassment policy (PID pg.181):

DPC is in the process of revising hknagement Procedure No., 8901-0019 to satisfy this requirement. A draft of this new procedure which I reviewed

~

appears satisfactory to address the ASLB directive. However, l

full implementation is not scheduled until December 22, 1984 and so this issue remains open until full haplementation is accomplished and verified. (This issue is presently listed as a proposed license condition.')
