MODIFICATION OF COPMISSION ORDER DATED JULY 19,- 1985 - l FT. CALHOUN STATION, UNIT NO. 1 The Nuclear Regulatory Commission's Order of July 19, 1985 directed you to implement the upgrading of plant instrumentation to reflect the guidance contained in Regulatory Guide 1.97, Revision 2, by the 1987 refueling outage estimated to end May 31, 1987. That Order was based on your_ letter dated April 1, 1985 committing to the schedule specified. The Order, in Section IV, allows for extensions ~of time for completing this item for good cause shown.

.In your letter of January 12, 1987, you requested that the date for modifying

.the pressurizer level instrumentation loops to meet the criteria given in l' ' Regulatory Guide.1.97 be extended from the 1987 refueling outage until the end

4. of the 1988 refueling outage, which is currently estimated to end during the last' quarter of.1988. Your letter stated that this request for extension is

, necessary because it will not be possible to design and install the modification of the pressurizer level instrumentation loops during the 1987 refueling outage without impacting other important modifications which are planned.

The staff finds your reasons for extension of schedule to be justified and

. grants your request for delay until the 1988 refueling outage for' modifying the pressurizer level instrumentation loops to meet the criteria given in

- Regulatory Guide 1.97, Revision 2. The Commission's Order of July 19, 1985 is 3

considered to be changed with respect to the implementation date of these

~

specific instrumentation loops. The 1987 refueling outage implementation

schedule for upgrading the remaining plant instrumentation in accordance with the July 19, 1985 Order remains in effect.

4 Your letter also refers to your commitment for the installation of a Category

. 2 temperature loop to monitor the containment sump temperature. This J

commitment to install a single channel of measurement of containment sump

water temperature during the 1988 refueling outage is contained in your letter of October 21, 1986. That letter responded to the staff's June 18, 1986 j letter regarding the conformance of Fort Calhoun to Regulatory Guide 1.97, j

Revision 2. The staff finds that the 1988 refueling outage is a reasonable and achievable date for the installation of this instrumentation. The staff's review of your conformance to Regulatory Guide 1.97, Revision 2, including your October 21, 1986 letter, is continuing. The results of this review will be the subject of separate correspondence.
