APPENDIX J REVIEW, PENETRATION X-21 (TAC 64406)

Re:

Pilgrim Nuclear Power Station Your letter of October 5,1984 stated that an exemption from 10 CFR Part 50 Appendix J local leak rate testing requirements is still requested for the 2-inch check valves in the service air line to the drywell through penetration X-71.

These valves are included in Table 2 - Valves Disqualified as PCIVs -

which is attached to your letter of January 27, 1976. Footnote 2 of the Table states that "...this line is a spare line capped inside the drywell. Line is exposed to Type A leak test pressure and any leakage is recorded in the Type A results."

Boston Edison staff informed us by telephone on' October 27, 1986 that the-

?-inch line consists of carbon steel, schedule 80. It has a wye configuration inside the drywell and both branches have welded-on caps. There is a test connection on the section of line outside the drywell which is capped except during Type A testing.

The NRC staff has determined that, since the line in question is capped, the check valves, in the line are not subject to the local leak rate testing requirements of Appendix J and therefore, an exemption is not necessary.
