SUBJECT:
MEETING WITH IDCOR AND BWR OWNERS GROUP ON BWR CONTAINMENT Attachment 1 is the notice of the June 16 meeting on this subject and Attachment 2 is the set of slides I used. I regret that I did not circulate an attendance list, but as you probably saw in the meeting, the owners were very well represented. After my presentation and the extended discussion of the issues, we turned over the meeting room to an owners' caucus.
When we reconvened we were informed that they are interested, not committed, in the concept and have assigned IDCOR the lead to respond. The IDCOR contractor will immediately do the following:
- 1. Develop the specific constraints or limitations that need to be carried with each' element (e.g.,'c'ontainment implosion from overspray);
- 2. Where possible show a better way for assurance of containment integrity; ,
and, '
- 3. Develop typical cost figures for plant modifications.
The owners indicate to me that they agree in principle with this approach, and are inclined to adopt it if further development of the facts bears out the arguments. The IDCOR contractors' work will be reviewed with the BWR owners and then with us before September 1 of this year. While we await their work, 2
I propose to review their Methodology and Peach Bottom plant analysis (now
. reported to be in house in DSRO) and I intend also to draft a possible generic letter of a form suitable to implement this containment management strategy.
