p0ST-ACCIDENT DOSES OFFSITE -- ADDITIONAL INFORMATION In your October 29, 1986 memorandum you requested RRAB to provide additional information on post-accident offsite doses from release of noble gases in containment venting. You requested similar infonnation as provided in my September 8,1986 memorandum for the release scenarios 1,2, and 3 with the only modification that this time the release height is to be assumed as 100 meters instead of the earlier assumption of 10 meters. With this modification the release scenarios are specified in the enclosed Table 1-EL ("-EL" implies elevated) and the new results are shown in the enclosed Tables 2-EL through 4-EL.
As expected of the elevated releases, the estimates of population exposure, early fatality radius, individual downward doses and mortality risks are lower than those for the corresponding near-ground level releases analyzed earlier.
However, the MACCS code (like its predecessors CRAC2 or CRAC) does not model the effect of fumigation condition and does not test for relative elevation of the release point with respect to the close-by structures. Fumigation condition or presence of tall structures in the vicinity would affect the l
near-field plume dispersion, and may tend to offset the benefit of the 1
elevation of the release point (see footnotes 3 and 4 to Reg. Guide 1.3).
Taking the credit for the higher elevation of the release point would require the assurance that release would not take place from any lower locations.
For example, for the SGTS this requirement imposes the conditions on the fan size which should be able to draw down to a negative pressure (1/8" to 1/4" water gauge) in the reactor building with respect to the outside atmosphere before any radionuclide release -- this would ensure no outleakage of radionuclides from lower elevations or via pathways other than the SGTS.
