Nine Mile Point Unit 2 Docket No. 50-410 NPF-69 Gentlemen:
Niagara Mohawk Power Corporation (NMPC) hereby transmits an Application for Amendment to Nine Mile Point Unit 2 (NMP2) Operating License NPF-69. Enclosed is a proposed change to the Technical Specifications set forth in Appendix A of the above mentioned License, Supporting information and analyses which demonstrate that the proposed change involves no significant hazards consideration pursuant to 10CFR50.92 are included as Attachment B. A marked copy of the affected current Technical Specification page is provided as Attachment L to assist your review.
NMP2 Technical Specifications (TS) Section 4.9.6 lists the Surveillance Requirements (SRs) for the refueling platform crane or hoist and provides the appropriate setpoints for the various functions.
NMPC plans to replace the existing triangular refueling platform mast at NMP2 with a round mast with an installed camera /TV system. This replacement requires that the TS SRs be g
revised to reflect new setpoints that will be required due to the difference in the weights of gD) the two masts. Specifically, TS SRs 4.9.6.a,4.9.6.f and 4.9.6.g will be revised to reflect j -
new setpoints for the refueling platform main hoist overload cutoff, loaded interlock and redundant loaded interlock. The round mast is structurally stronger than the triangular mast i
and is less susceptible to damage during fuel moves. The camera /TV system will enhance I
visibility for fuel handling activities and will provide additional assurance that the grapple is oriented over the correct fuel bundle. It should be noted that the camera /TV system is an enhancement and that failure of the camera /TV system will not preclude continued refueling activities. The applicable standards, codes and design criteria will continue to be met and the new mast will function the same as the existing mast. Overall, an improvement in nuclear safety will be achieved with this modification.

Fermi Unit 2, Amendment No. 86 to License No. NPF-43, approved August 18, 19921 Grand Gulf - Unit 1, Amendment No. 88 to License No. NPP-29, approved January 30, 1992; WNP 2, Amendment No.121 to License No. NPF 21, approved April 29, 1994.
NMPC requests tlidt this TS amendment request be approved by April 1,1998, to allow implementation to be completed in time to support the NMP2 May 1998 refueling outage.
Pursuant to 10CFR50.91(b)(1), Niagara Mohawk has provided a copy of this license amendment and the associated analyses regarding no significant hazards consideration to the appropriate state representative.
