SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 and 50-446 CONTROL ROOM PRESSURIZATION

Dear Mr. Noonan:

By letter dated September 30, 1985, the NRC staff expressed a concern with regard to an FSAR revision (Amendment 55) which provided information relative to protection of control room operators from a postulated chlorine release accident.

Specifically, the Staff maintained that 800 cfm control room pressurization flow rate at 1/8 inch water gauge differential pressure was inconsistent with guidance provided by Regulatory Guide (R.G.) 1.95.

In subsequent discussions, the Staff referenced NUREG CR-3786 as an acceptable interpretation of the assumptions and methodology used in R.G.1.95.

Using the NUREG as a basis, a plant specific analysis was performed. A summary of the calculations used for this analysis is provided in attachment 1.

The analysis demonstrates that with a control room pressurization flow rate of 800 cfm at 1/8 inch water gauge differential pressure, the control room maximum allowable chlorine concentration will not be exceeded in the event of a postulated chlorine accident. is an advance copy of revisions to the FSAR that reference the plant specific analysis.

Very truly yours, J 7" W. G. Counsil BSD/amb Attachments j
