Gentlemen:

This refers to the safety inspections conducted by Mr. R. A. Paul of this

office on August 7 and 8 and October 16 and 17, 1986, of activities at

Point Beach Nuclear Power Plant, Units 1 and 2, authorized by NRC Operating

Licenses No. DPR-24 and No. DPR-27, and to the discussion of our findings

with Mr. J. J. Zack and others of your staff at an enforcement conference

on September 17, 1986, at the NRC Region III office.

A special inspection was conducted to review the circumstances of a

j

radioactive material intake received by a worker on July 19, 1986, which was

discovered and reported to the NRC on July 21, 1986.

The enclosed copy of our

inspection report identifies areas examined during the inspection.

Within these

areas, the inspection consisted of a selective examination of procedures and

j

representative records, observations, and interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice.

A written response

In addition to your written response concerning the violations,

please address the programmatic weaknesses discussed in Section 3.f of the

enclosed report.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed
