Gentlemen:

This refers to the inspection conducted by Mr. C. A. Hackney of this office

during the period September 22-26, 1986, of activities authorized by NRC

Operating License DPR-46, for Cooper Nuclear Station, and to the discussion of

our findings with Mr. G. Horn and other members of your staff at the conclusion

of the inspection.

Areas examined during the inspection included the implementation of the

emergency plan and procedures during the annual exercise. Within these areas,

the inspection consisted of selective examination of procedures and

representative records, interviews with personnel, and observations by the

inspector.

The in3pection findings are documented in the enclosed inspection

report.

The enclosed report identifies three deficiencies in your emergency

preparedness program observed during the emergency exercise.

It is requested

that within 30 days after receipt of this letter you provide this office with a

schedule for correcting these deficiencies.

Within the scope of the inspection, no violations or deviations were

identified.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

section 2 of the enclosed report.

The response directed by this letter is not subject to the clearance procedures
