C. 20555 Dear Mr. Stolz As discussed during a telephone conversation with Mr. A. W. DeAgazio of your staff on October 17, 1986, Toledo Edison herewith provides its justification for extension of a Course of Action commitment that has been included in NUREG-1177, " Safety Evaluation Report Related to the Restart of Davis-Besse Nuclear Power Station," and in the " Listing of Toledo Edison Commitments Upon Which Staff Restart Evaluation Rely," as attached to your August 28, 1986 letter (Log No. 2062). The specific item in this Ifsting in Number 30 and states " Preventive maintenance procedures for turbine bypass valve will be modified by November 1986 (p 3-25) ."

As communicated in the aforementioned conversation, the November 1986 revision date for the turbine bypass valves' preventive maintenance procedures was intended to coincide with the next (fifth) refueling outage for the Davis-Besse Nuclear Power Station. The next refueling outage is the next planned period for performing preventive maintenance on the turbine bypass valves when the preventive maintenance procedures will be needed. The Course of Action (Serial No. 1182, dated September 10, 1985),

Appendix IV.C.I.I. Plan No. 9A/B, Davis-Pesse Turbine Bypass Valve Actuator Failure, states "A Preventative Maintenance Program will be written to inapect all six turbine bypass valves during the next two refueling outages." From this it can be seen the revision of the preventive mainten-ance procedures at this time is not necessary to achieve the objective of the intended commitment. Therefore, Toledo Edison herewith proposes the statement from NUREG-1177 be revised to state " Preventive maintenance procedures for the turbine bypass valves will be modified by the fifth refueling outage."
