SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO.100 TO FACILITY OPERATING LICENSE N0. DPR-59 POWER AUTHORITY OF THE STATE OF NEW YORK JAMES A. FITZPATRICK NUCLEAR POWER PLANT DOCKET N0. 50-333
1.0 INTRODUCTION
By letter dated January 21, 1986, the Power Authority of the State of New York (the licensee) requested an amendment to its operating License No. DPR-59 for the James A. FitzPatrick Nuclear Power Plant. The amendment was submitted as a proposed change to the Administrative Controls Section of the Technical Specifications (TS).
Specifically, the proposed change requested by the licensee consists of I
the designation of an Alternate Vice-Chairman as an alternate member of the Safety Review Committee (SRC).
2.0 EVALUATION 2.1 Proposed Chance to Technical Specifications Section 6.5.2.3-Alternates anc Section 6.5.2.6 - Quorum l
The licensee proposes to designate an Alternate Vice-Chairman as an alternate member of the SRC. The Alternate Vice-Chairman would be appointed in writing by the Executive Vice President - Nuclear Generation when the SRC Chairman and Vice-Chairman are unable to attend an SRC meeting. The duties and responsibilities of the Alternate Vice-Chairman are identical to those of the Vice-Chairman.
The licensee has added new wording to Section 6.5.2.3 and Section 6.5.2.6 of the TS to reflect this proposed change.
The designation of an Alternate Vice-Chairman as an alternate voting member is consistent with the current TS which allow up to two alternates as voting members in SRC activities at any one time. The proposed change is also consistent with Section 4.3 -
i Independent Review Program of ANSI N18.7 (ANS 3.2) as endorsed by Regulatory Guide 1.33, Revision 2.
For the above reasons, we find the proposed change to be acceptable.

3.0 ENVIRONMENTAL CONSIDERATION
S This amendment relates to changes in administrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10) and pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
4.0 CONCLUSION
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
