READINESS REVIEW MODULE C3-01 EARTHWORK - REPORT NO. 50-508/86-12

The NRC has completed a detailed review, inspection, and verification of the

subject module which you submitted to the NRC on September 10, 1986. Periodic

inspections were conducted at the WNP-3 site, and the resultant findings were

discussed with members of your staff at the conclusion of these inspections.

Technical reviews were conducted primarily in NRC Bethesda and Region V

offices, and the findings from these reviews have also been discussed with your

staff.

Areas contained in the module which were reviewed, examined, and verified are

identified in the enclosed report. Within these areas, the inspection

verification consisted of selected examinations of procedures and

representative records, discussions with personnel, observations of activities

!

in progress, inspection of a sample representing critical elements included in

the construction Earthwork program and review of your licensing comitments.

The results of Module C3-01 reviews and inspections are sumarized in the

enclosed report. These results are based on Module C3-01 reviews and prior

inspections reported in NRC Inspection Reports 50-508/86-10 dated October 2,

1986 and 50-508/86-11 dated November 26, 1986. Your attention is invited to

these matters which will be pursued during future licensing reviews and inspec-

tions.

In addition, several open items must be adequately addressed in the

performance of engineering / design Module E3-02 Civil / Structural as discussed in

the enclosed report.

Based upon the NRC review and inspection of those activities identified in the

module, we have determined that earthwork construction completed at the time of

work stoppage at WNP-3 is acceptable assuming effective resolution of the open

items identified in the enclosed NRC report. This decision was based upon

information currently available to the inspectors and reviewers. Should

information subsequently become available which was not considered during this

review or which conflicts with earlier infonnation, it will be evaluated to

l

detennine what effects it may have on the above conclusion.
