SAFETY EVALUATION PY THE OFFICF 0F NUCLEAP PEACTOR REGULATION SUPPORTING APENDMENT NO. 99 TO FACILITY OPERATING LICENSE N0. NPF-3 TOLEDO EDISON COMPANI AND THE CLEVELAND ELECTRIC ILLUMINATING COMPANY DAVIS-BESSF NUCLEAR POWER STATION UNIT NO. 1 DOCKET NO. 50-346
1.0 INTRODUCTION
By letter dated December 5, 1985, Toledo Edison Company, the licensee, made application for amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1.
The proposed chance concerns revisions to the Technical Specifications (TSs) for the Company Nuclear Review Board (CNRB), deleting the present membership list, but including the minimum number and the cualification and experience requirements for CNRB membership.
2.0 EVALUATION The licensee proposes to delete the nine specific positions row designated in TS Section 6.5.2.2, Composition of the CNRB, and replace these designations with the general requirements promulgated by Standard Technical Specifications (STS) for Babcock and Wilcox PWPs, NUREG-0103, Revision 4, and by Section 4.3 of ANSI Standard N18.7-1976 (ANS 3.2).
These new requirements will specify an independent review committee

composed of a minimum of a Chaiman and four other members with a minority of the members having line operational responsibilities.
Competent alternates are permitted if designated by writing in advance.
The licensee has further specified the minimum training and experience reouirements of CNRB members as a Bachelor's degree in engineering or physical science or equivalent experience of which at least three years shall be in one or more of the designated technical areas in TS Section 6.5.2.1.
The members, selected by Senior Vice President, Nuclear, provide practical experience in the majority of these areas. The licensee has also deleted the phrase "to serve on a temporary basis" from Section 6.5.2.3, Alternates, since it is an undefined phrase.

Our review of the above proposed chanaes indicates that the provisions for the selection of CNRB members meet the guidance provided in the Standard Review Plan, NUREG-0800 and the STS. The proposed change provides the licensee more flexibility in selecting qualified CNRB members since the existing TS specifies membership by position titles and not by training and experience. The proposed TS indicates how and by whom the members are selected. The Senior Vice President, Nuclear, who appoints the members is a new organizational position, not described in the present TSs but is included in a proposed organization change that will be reviewed in another safety evaluation.
Deleting the phrase from Section 6.5.2.3 does not change the alternate membership requirements since they are required to have the same qualifications as members and are still limited to a minnrity of the board.
We find the above changes acceptable.
3.0 ENVIRONMENTAL CONSIDERATION
This amendment involves changes in recordkeeping, reporting, or administrative procedures or r:cuirements. Accordingly, this amendment meets the eligibility criteria for cateoorical exclusion set forth in 10 CFR 51.??(c)(10). Pursuant to 10 CFR 51.??(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
4.0 CONCLUSION
We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (?) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
