Gentlemen:
This refers to the special safeguards inspection conducted by Mr. G. L. Pirtle
of this office on February 5-11, 1987, to evaluate the adequacy of the
investigations pertaining to five potential equipment tampering incidents
which occurred at the Clinton Power Station between June 17 and September 3,
1986, and to the discussion of our findings by telephone with Mr. J. Wilson
and others of your staff on February 11, 1987.
The enclosed copy of our inspection report identifies areas examined during
the inspection. The inspection consisted of an analysis of three potential
equipment tampering investigation reports provided to NRC Region III on
November 26, 1986, another investigation report sent to us on January 12,
1987, and the final investigation report sent to us on February 11, 1987.
No violations of NRC requirements were identified during the course of this
inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy
of this letter and the enclosed inspection report will be placed in the
NRC Public Document Room.
We will gladly discuss any questions you have concerning this inspection.
