1.0 INTRODUCTION

This procedure. serves as the basis for Specification 9763.006-5-5

" Structural Integrity Test" with respect to work scope.

The SIT, as part of the Phase III testing Program consists of the following main integrated activities under the direction of the NHY Startup Test Department (STD).

a) A Test Plan as required by Code prepared by STD and made up in part by the engineer (UE&C), the SIT Contractor and the STD.

The Test Plan cannot be completed without a SIT Contract award and is subject to revision and review until the day of the test.

b) Support work to be done for the SIT c) Precest and inspection d) Conductance of the SIT e) Post test inspections f) Final test report A proposed schedule (Figure 15) is included which lists all activities, responsibilities and durations.

The Integrated Leak Rate Test (ILRT) is not within the scope of this procedure but will be conducted in conjunction with the -SIT. The ILRT will be performed af ter SIT peak pressure but prior to completing depressurization. It is expected that the ILRT will start at 39 psig SIT plateau and will take approximately 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to complete.

i 2.0 CODES AND STANDARDS The purpose of the SIT is to demonstrate the structural integrity of the Containment to withstand postulated pressure loads in conformance with the following codes and standards:

a) ASME doiler and Pressure Vessel Code,Section III, Division 2, 1980 Edition. (Henceforth identified as the Code and/or with specific sections referenced as CC-XXXX.)

b) USNRC Regulatory Guide 1.136, Rev. 2 1981 c) American National Standards Institute -

ANSI N45.2 d) Code of Federal Regulations 10CRF50 Appendix A e) United Engineers & Constructors Inc.

k 3.0 GENERAL REQUIREMENTS In order to demonstrate the capability of the containment to withstand postulated pressure loads in accordance with the Code, the Containment will be subjected to increments of pressure up to the maximum test pressure of 60 psig

(115% of the 52 psig design pressure).

The SIT will demonstrate that as the Containment is pressurized the deflections of the Containment's structural elements and the cracking of its exterior concrete surface are within acceptable limits and after depressurization acceptable recovery is realized.

Consolidated Edison's Indian Point Unit No. 2 and Washington Public Power Supply System Unit No. I are the prototypes for this test. The PSNH Seabrook Station Unit I containment is a non prototype containment as defined in CC-6212-2.

All requirements are in accordance with the ASME Section III, Division 2, 1980 Edition and USNRC Regulatory Guide 1.136, Rev. 2, 1981.

3.1 Pressurization and Depressurization Figure 1 shows the proposed incremental pressurization and depressurization load for the Containment.

1 Pressure test gauges used for the SIT shall be indicating pressure gauges and shall be directly connected to the component. If the indicating gauge is not readily visible ,

to the operator controlling the pressure applied, an additional visible gauge shall be provided.

l Atmospheric (oil free) air shall be used as the testing fluid.

Pressurization shall be at a uniform rate (aproximately 2 psig per hour but not to exceed 3.5 psig per hour). Depressurization shall be at a uniform rate (approximately 4 psig per hour but not -

to exceed 5.0 psig per hour). Pressure shall be maintained at i pressurization plateaus with a tolerance of +1.0 psig. The tolerance at the 60 psig pressure plateau shall be +1.0 psig to

-0.0 psig.

In accordance with (CC-6232), deflection measurements will be taken as follows:

. Radial displacements of cylinder at a minimum of five approximately equally spaced elevations between the base sat and the done springline and at the dome cylinder transition on a minimum of four azimuchs.

. Radial displacements at 'the equipment hatch opening and personnel air lock a minimum of twelve points (four on each of three concentric circles) and diameter displace-ments measured in two mutually perpendicular directions.

. Vertical displacement of the springline relative to the. base of the Containment at approximately four equally spaced azimuths.

. Vertical displacement of the done at the apex and two other equally spaced intermediate points between the apex and the springline on two azimuths.

Figure 13 shows proposed instrument (invar wire displacement trans-ducers) locations.

3.2.2 Crack Monitoring and Mapping:.

3.2.2.1 In accordance with CC-6233, concrete cracks, (.01" in width or greater) will be mapped and monitored at all pressurization plateaus and at 39 and 0 psig plateaus during depressurization at the following locations:

. Base wall -

see Figures 6 and 17

. Midheight of wall - see Figures 6.and 17

! . Containment spring line - see Figures 6 and 17 l

. At the equipment hatch opening - see Figure 17

. At the personnei air lock -

see Figure 18 3.2.2.2 In addition to the above specified areas, unusually severe concrete cracks which are identified during pretest inspection will be monitored and mapped.at all pressurization plateaus and at 39 and 0 psig plateaus during depressurization.

l 3.2.2.3 Concrete cracks shall be measured and recorded in increments of

.001 inch in width and 1.0 inch in length.

E 4.0 SUPPORT ACTIVITY AND WORK FOR SIT 4.1 General Accessibility The Containment exterior concrete surfaces are not directly observable from adjacent structures due to an Enclosure Building which covers the containment and has a similar geometry, special accessibility must be provided during pretest inspection, monitoring and mapping during the test and post SIT inspection.

l The Code requires the exterior c~oncrete surfaces to be in-spected before and af ter the SIT. EIt also requires pretest inspection and post test inspection of the interior (liner) surfaces of the Containment. Access will be provided by UE&C Cons t ruction. The STD will perform inspections and record information.

a) Exterior Accessibility A continuous steel platform (T.O.G. EL. + 114'-05/16")

has been provided around the Containment as shown on Figures 3, 4 and 5. The platform was installed to accommodate construction of the Enclosure Building dome and this will also serve as access for the SIT as follows:

[ . Access to the concrete area to be. mapped and monitored at the springline (El. 119'-0") on azimuth 1140 CC-6233).

. Access for pretest inspection and post SIT inspection. .

. A landing for dome access.

. Support for a continuous monorail.

Mobile scaffolds (2) will be hung from trolleys on the monorail at the springline platform.

Each scaffold will be equipped with electric powered. cable pullers for vertical movement. Horizontal (circumferential) mobility will be provided by pull cables supported on the Enclosure wall at convenient-locations.

i The scaffolds will provide access for the following:

l . SIT pretest and post test concrete crack inspection.

. For personnel access to temporary wood platforms at specified monitoring areas and use in erection of

! such platforms and ladders.

l Temporary wood platforms and ladders shall be provided for

( mapping and monitoring designated concrete areas at equipment hatch and personnel airlock (Figures 17 and 18). Suggested details are shown on Figures 7 and 8.

Where pretest inspection (CC-6240) indicates additional areas to be mapped and monitored, similar platforms will be provided. This dictates that such areas must be determined early to provide time to design platforms, provide material and install before the SIT.

Access to the exterior concrete dome surfaces for pretest and post test inspections will be provided by rigging bosun chairs or scaffold with adjustable angulated stirrups (Patent Scaffolding Co.) supported from radial enclosure roof support truss post anchors presently embedded in the Containment done or any other suitable schemes as developed by UE&C Construction and approved by the STD and UE&C Engineering. (These anchors are shown on UE&C F.P. Nos.-

48315 and 48316.)

b) Preparation of Concrete Areas Concrete areas -to be mapped and monitored will be lightly sandblasted to a uniform surface or prepared as recommended by SIT contractor by UE&C Construction in order that surf ace f cracks' may be readily identified for mapping. ,

c) ' Interior Accessibility In accordance with the Code (CC-6213b, CC-6251), the inside Containment liner must be inspected before the SlT for liner deformations and after the SIT for damage or evidence of local distress.

Access will be provided as follows or any other suitable schemes as developed by UE&C Construction and approved by the STD and UE&C Engineering:

. Figure 12 (also see UE&C FSK 329) shows an existing temporary continuous monorail (Cap. 2T) from which mobile scaffolds can be supported to inspect vertical liner surf aces f rom El.

(+)95'-9-3/8" to the operating floor at El. (+)25'-0". These scaffolds can be the same scaffolds used outside the

, Containment.

. Liner surfaces below E1.(+)25'-0" are accessible from exist-ing floors and platforms.

. The dome liner is accessible from a platform suspended from the polar maintenance crane mounted on the polar gantry crane.

, . Pretest inspection should preferably be performed before k invar wires are installed. During post test inspection wires must be taken down before liner inspection.

4.2 Other Work to be Provided i a) Instrument _ support stands for displacement instruments shall be installed by UE&C Construction under the supervision of the SIT Contractor and in accordance with his drawings.

b) All sealing for the Containment shall be completed. It is

, intended ,that the Type B and C Leak Testing shall be performed

~

before the SIT. The ILRT will be performed during the de-j pressurization cycle.

c) All temporary lighting, power and communications shall be provided by UE&C Construction. Flood lights shall be provided

, at all mapping stations outside the Containment in addition to I continuous lighting. Mobile flood lights should be provided on j the springline platform. Power sources shall be identified to the SIT Contractor. Communications shall consist of hard wire.

sound power headset telephones at all monitoring stations, at the data acquisition room and compressor station area. Radio communi-cation shall be provided for mobile and patrolling personnel.

d). Instrumentation for monitoring and recording temperature inside Containment shall be provided by the STD and shall be recorded

.I during pretesting and-during the test.

j e) Ventilation and heating, if required, shall be provided by UE&C Construction in all work areas inside the Containment during pretest and post test periods and outside the Containment j Structure in the annulus area during the SIT.

l f) Temperature outside the containment within the enclosure building will be monitored 'and controlled by STD so as to maintain a minimum temperature of 30*F and also the average differential

{ temperature between the inside of Containment and outside of Containment within enclosure building. does not exceed 65*F.

g) All Containment shell surfaces, interior and exterior, should be inspected for existing structures and supports of components which are connected directly to the shell and would cause damage to com-ponent or influence the Containment behavior under pressure.

Such structures include pipe supports, duct supports, cable tray

, and conduit supports. This inspection will be conducted by the r

STD. Such structures shall be cut free and af ter the SIT re-supported by UE&C Construction as directed by the Engineers during field walkdown. Monorails attached to the Containment liner shall be removed by UE&C Construction before the start of the SIT. All platforms, ladders, etc. in the annulus space will be modified prior to the SIT to assure free growth of the Containment during the SIT.

' h) The STD shall perform the pretest and post test inspections of the exterior concrete and interior liner of the Containment structure in accordance with CC-6213 (B), CC-6240 and CC-6251.

Pretest and posttest inspection reports shall be prepared by the STD and submitted to UE&C Engineering for review and necessary action.

1) All pressure sensitive structures and equipment- shall be adequately I protected during the SIT. The STD shall prepare a checkoff list to insure that such components have been protected, vented or removed, and shall direct UE&C Construction to perform such actions as required. UE&C Engineering shall provide technical information for the preparation of the checkoff list.

j) The STD will provide and maintain an exclusion area to prevent unauthorized personnel from entering the test area during pretest, SIT and post test periods.

k) The STD will furnish and install all wiring, grounding and power cables for all instrumentation and data acquisition equipment (in accordance with SIT contractor's recommnedations). Prewired electrical penetration sleeves thru north end of Containment should be utilized for leads thru containment wall.

1) Instrument supports should not be welded to permanent structures and should not be placed on welded joints unless otherwise I . approved-by the engineer. Magnetic and any other means of attach-ment which could' adversely affect the reading should not be used.

4 5.0 RESPONSIBILITIES l 5.1 NHY Start up Test Department (STD).

5.1.1 All pressurization equipment, piping and control shall be furnished and operated under the supervision of the SIT Director. The SIT director shall be designated by the STD.

The director will be responsible to assure that all pre-test inspections and surveys are complete as well as seals, instrument calibration and equipment will perform their intended functions, and all data required preceding the SIT and during the SIT are recorded. Checkoff lists will be signed off by the following personnel attesting to their

-areas of responsibility:

a) SIT Contractor's Senior Test Engineer b) Deleted c) UE&C Field QA d) UE&C Engineer (as Designer) e) SIT Director Before SIT pressurization, and at the completion of each SIT pressurization and depressurization plateau, the sign-off as f identified above will be required before the next stage of pressurization or depressurization will be started.

A final sign-off will be required after the SIT (zero psig).

A decision to start pressurization stages or abort the test will be the responsibility of the. SIT Director with the concurrence of the UE&C engineer. The SIT Contractor's senior test engineer will be under the direction of the SIT Director. The SIT director will r be responsible to inform the authorized nuclear inspector of the l conductance of SIT.

5.1.2 In addition to the above, the STD shall provide the requirements as outlined under Section 4.2b, d, f, g, h, i, j and k.

l l 5.1.3 NHY Start up Test Department will also provide the following:

l l . Format for recording all temperature, time and pressure and recording of this data during the SIT.

. Complete check off lists for all facets of the SIT for pretesting and during the SIT.

I' 5.2 UE&C Construction and Engineering i

)

5.2.1 UE&C Construction shall provide all support activity listed under Section 4.1 and those applicable requirements listed as noted under Section 4.2.

5.2.2 UE&C Construction shall provide for special work as directed b7 the STD during the pretest pe-iod.

5.2.3 UE&C construction shall prepare a checkoff list to assure completion of all construction work outstanding including resolution of all field change documents for Containment Structure (concrete, liner, equipment hatch, personnel airlock) and attachments to containment structure.

5.2.4 UE&C engineering shall provide predicted and acceptable deflections and crack dimensions and patterns.

5.2.5 UE&C engineering shall evaluate the structural behaviour of con-tainment during and after the SIT.

't 5.2.6 UE&C engineering shall provide the format for recording all data.

5.2.7 UE&C engineering shall provide technical assistance to STD and construction as required.

I 5.2.8 In addition to the above, UE&C engineering shall provide the requirements as outlined under Section 4.2 h and 1.

5.3 SIT Contractor I

5.3.1 The SIT Contractor shall furnish consulting services, quality assurance, supervision, personnel, tools, all instrumentation and equipment necessary to test the nonprototype Unit 1 Contain-ment, inspect, monitor, record, interpret and assist in the i

evaluation'of results and prepare a test report as required under UE&C Specification 9763.006-5-5, " Structural Integrity Test".

5.3.2 The selection of test instrumentation and equipment shall be as recommended by the SIT Contractor, subject to the approval of UE&C Engineering. All instrumentation and equipment shall be demonstrated to perform their function at the site or at the Contractor's location before shipment. All instrument calibration shall be against certified measurement standards which have known valid relationships to National Bureau of Standards (NBS). Should no national standard exist, the Contractor shall document the basis of his calibration.

5.3.3 DELETED 5.3.4 The SIT Contractor shall furnish and install all instrument l and data acquisition equipment including connection to wiring and cable.

4 5.3.5 The SlT Contractor shall inonitor and map all cracks specified in Section 3.2.2.1 and 3.2.2.2.

i 6.0 TEST PLAN In accordance with the Code, a Test and Instrument Plan must be provided.

It shall consist of the following parts to be provided by the parties designated. The final Test Plan will be prepared by the Startup Test Department (STD).

. i .1 Instrument Location and Concrete Happing Plan This part of the plan will consist of drawings and/or figures prepared by UE&C and will be made a part of the UE&C _ Specification 9763-006-5-5. Instrument location plan is attached to this procedure and designated as Figure 13.

6.2 Description and Function of Instrumentation and Equipment Subject to approval by.UE&C Engineering, this portion of the plan will be prepared by the SIT Contractor and will consist of the following:

a) Description of instruments furnished by the SIT Contractor including type, manufacturer, range and tolerance.

This part of the plan shall include the function of each 1

. . instrument type. The plan shall include'the calibration procedures of the instruments and their expected accuracy.

b) Description of all data acquisition a'nd retrieval systems

' along with the equipment utilized for calibration and its source including type, manufacturer and function with respect to the needs of UE&C in completing the record of test data during pretest and for the SIT.

f c) DEU?W d) Description and function of personnel to be provided by the SIT Contractor during pretest, the SIT and post test periods. This will include operators for monitoring equip-ment, QA inspection and mapping personnel. It will also include designated senior test engineers responsible for i all SIT instrument and recording activities (authorized to signoff on check list). All personnel performing inspection, examination and testing activities shall be qualified in accordance with ASME III, Div. 2 requirements.

k 6.3 Pressurization and Environmental Control Plan This portion of the Test Plan will be prepared by the STD and shall include the following:

a) Description and function of all pressurization equipment for the SIT including piping, bleed off valve and other control.

b) Description and function of all temperature and pressure instrumentation provided, including the calibration of such instrumentation both inside the Containment and outside the Containment within the Enclosure.

c) A procedure for conductance of the pretesting period and the SIT, including pretest checkoff lists.

6.4 Recording' Data Sheets A format for recording all instrument data for the SIT will be furnished by' UE&C.

Included on the format will be: -

a) Date, time, test pressure and temperature in Containment, instrument number designation, predicted response,.

monitored response, actual response, accepted criteria and a remarks column to record malfunctions, eccentric recording, etc. Separate data sheets for recording ins trument recovery will also be provided.

b) A concrete mapping format (log) will include the following:

Date, time, test pressure, location of mapped area, location of existing concrete cracking, change in width and lengths of cracks and a remarks column.

c) A format for measuring temperature outside Containment within Enclosure Building will be on the same sheet as the format described in a) above.

d) Appendix A to this procedure is a proposed data record-ing format. A set of these sheets would be provided for each pressurization and dep-essurization plateau. The instruant numbers correspond to the instrument numbers shown on Figure 13.
