NRC INTEGRATED INSPECTION REPORT 50-302/97-11

NOTICE OF VIOLATION

Dear Nr. Anderson:

On August 16. 1997, the NRC completed an inspection at your Crystal River 3

reactor facility. The enclosed report presents the results of that

inspection.

.During the 5 week period covered by this inspection period,-your conduct of

-activities at your Crystal River facility was generally characterized as

adequate.

We are concerned, however, about three-violations of NRC

requirements that were-identified.

In the area of Operations, a violation was

identified for-inadequate procedural guidance for-quality-related work on the

<

Once Through Steam Generators.

In the area of Engineering, failure to follow

a procedure while modifying the_ Building Spray Pump impellers resulted in a

violation. A second violation in tne area of Engineering _was identified for.

These violations are cited in the enclosed Notice of Violation, and the

circumstances surrounding the violations are described in detail in the

enclosed report.

Please note that you are required to respond to this letter

and should follow the instructions specified in the enclosed Notice when

preparing your response. The NRC will use your response, in part. to

.

determine whether further enforcement action is necessary to ensure compliance

with: regulatory requirements.

- The enclosed Inspection-Report also identifies activities that violated NRC

requirements that will-not be subject to enforcement action because the

'

licensee's efforts in-identifying and correcting the _ violations met the

criteria specified in Section VII.B. of the Enforcement' Policy. Therefore, no

response with respect to-these matters is required.
