SAFETY EVALUATION REPORT - MAINTENANCE PROGRAM AT DAVIS-BESSE

The enclosed SER on the maintenance program at Davis-Besse is provided as input to the Davis-Besse restart SER being written by your Division.

I TheSERisbasedonamaintenancesurveyconductedatthesiteon March 24-27, 1986, as a follow-up to a previous survey conducted on September 16-20, 1985. The survey was conducted through numerous interviews with plant personnel, reviewing outstanding maintenance work orders, accompanying site personnel during their routine activities, and attending various regularly scheduled planning meetings. The survey team was comprised of NRR, OIE, and Region Ill personnel, most of whom participated in the previous maintenance survey.

The team concludes that considerable progress has bran made by the licensee in the area of plant maintenance and that the new maintenance organization is functioning as designed with no major identifiable weaknesses. The few problems noted by the team were not considered major programatic weaknesses and they did not appear to negatively impact the functioning of the maintenance organization.
