I, Benjamin C. Lovell, being under oath, depose and say as follows:

1. I am the Civil Defense Director for the Town of Kensington, New Hampshire.

2. I have not been provided with any specific facts-supporting the assertion that the Kensington Elementary School has a Dose Reduction Factor (DRF) of .9.

3. I have not been provided with any information to indicate that Mr. Richard Strome, Director of the New Hampshire Civil Defense Agency (NHCDA), is an expert on the sheltering capability of structures.
