Dear Mr. Wilgus:

Generic Letter 81-21 required licensees to provide an assessment of the capability of their facilities, procedures, and operator training to handle reactor vessel upper head steam formation during a natural circulation cooldown event. You responded to this letter for Crystal River Unit-3 (CR-3) in your submittals dated July 28, 1983, May 23, 1984, and December 20, 1985.

These submittals included an analysis of the reactor vessel upper head cooling, during a natural circulation cooldown, using the HEATING 6 computer code. Based on the results of the analysis, you have committed to revise your emergency procedures to assure cooldown rates consistent with the analyses.

You also concluded that there is sufficient condensate supply to perform a natural circulation cooldown. You also stated that natural circulation cooldown, and the potential for upper head voiding, has been included in your training program.

We have completed a review of your submittals and summarized that review in the enclosed Safety Evaluation Report (SER ). This SER concludes that your responses to Generic Letter 81-21 are acceptable. You have demonstrated the ability to cool'down CR-3 in natural circulation without voiding, and have shown that there is an adequate condensate supply to support such a cooldown. Upon implementation of the procedural changes you have identified, your procedures will be adequate to perform a safe natural circulation cooldown.
