You are responsible for any information generated from that inspection, not the PM or inspection leader.
Joe-Joe:
I have prepared my written report, draft first, and then final.
Issue 2 was included in the final report as a NOV because of a MANAGEMENT decision -
yours. You have signed and officially transmitted the re) ort-to Region'IV.
Therefore, the disagreement that has surfaced, namely tlat issue 2 should not be cited as a NOV. concerns a MANAGEMENT decision.
I have provided all the pertinent information in my report and I have also
'expalined to Bob Evans how and why the decision on the above issue was made.
But I am not a manger, and there'is nothing else that I can, should..'or want to do about a MANAGEMENT decison, this included.
Now it is completely up to you, or the Project Manager, to stand by what has been decided'or to make a change, and to communicate the management decision --
to the region. I thinkEthe best way to handle this is for you to communicate your decision to Chuck Cain. Just think how much time and ressources that would save!!!

Conference call with Envirocare and meeting with Ken Alkema There will be a conference call (Region IV and ourselves) with Envirocare today at 4:00 in Joe's office for the purpose of: (1) conducting the exit briefing for the November inspection, and (2) announcing the January ins)ection. Chuck Cain and Bob Evans of Region IV will be doing most of the 6
talcing since the primary focus of the call is to inform Envirocare of the notices of violation described in the region's draft inspection report.
Because one of the violations relates to non-imalementation of site-specific standards for groundwater protection Latif may 3e saying a few things.
For those of you who may be tagged for January inspection duty the conference call will be helpful for background purposet.
Attached you will find the draft version of the Region's November inspection report.
It will be undergoing extensive revision including the addition of the third violation which involves failure to observe procedures dealing with the Safety and Environmental Review Panel (see the attached inspection report for details).
Regarding the second topic the meeting with Ken Alkema. Envirocare's Director of Governmental Af fairs, will be on Thursday at 1:00 in Joe's office.
One of Ken's duties is handling groundwater affairs and since Ken will be a participant in today's conference call he will probably be continuing the 3
dialogue to some extent. Also Envirocare has committed to provide us with a lot of information dealing with its multiple groundwater exceedances in 10 of its 12 compliance monitoring wells.
Ken will brief us on the status of Envirocare's activities.
Ken will be a player in the January inspection as well so it will be an opportunity for staff to meet Ken prior to the January site inspection. Additionally Ken has a 11:00 meeting on Thursday with Commissioner Dicus.
Hope that you all can make the meeting.
Joe has a meeting with Ken on Friday at 8:30 so Joe may be debriefing you prior to his meeting.
