Your letter dated September 9,1986, from Mr. -G. R. Rivenbark to Mr.

J. T. Beckham, J r. of Georgia Power Company, transmitted information relative to 10 CFR 50.48 and 10 CFR 50, Appendix R implementation deadlines and requested that Georgia Power Company -advise the NRC staff on the status of all other remaining Appendix R modifications with respect to the

- deadlines ~specified. GPC is pursuing diligently the completion of all modifications. In response to your request, the following information is provided:

Paragraph A:

Paragraph "A" of your September 9th letter stipulates the deadline for submitting revisions to administrative control s , manpower changes, and training, as required by 10 CFR 50.48. The dates specified in Paragraph "A" should be modified pursuant to our letters of March 10, 1981, and March 3, 1982, whereby, we requested that an exemption to the information submittal requirements of 10 CFR 50.48 be granted. The NRC granted these requests in a letter dated May 3, 1982, extending the submittal date to July 1,1982. On July 1,1982, Georgia Power Company submitted its initial overall (formal) response. Therefore, it seems logical for the completion dates relative to .the items specified in Paragraph "A" to be 30 days from July 1,1982. Plant Hatch meets this requirement, with the exception of changes which are keyed to, or are the result of, plant modifications being made pursuant to Paragraphs "B" and "C". One item relative to administrative controls, which has been impacted by additional analysis, is our commitment to incorporate into the Technical Specifications additional information regarding the surveillance requirements associated with remote shutdown equipment. A submittal which discusses the revision to the shutdown equipment surveillance requirements is currently being prepared and is expected to be submitted to the NRC by October 31, 1986.

Paragraph C:

Paragraph "C" of the September 9th NRC letter addresses the deadline requirements for those plant modifications which, in order to complete, require that the plant be shutdown. In response to our letter of April 16, 1985, the NRC, in a letter dated May 14, 1985, granted our requested schedular exemption, thus extending the deadline for the completion of the subject modifications to November 30, 1986.

Paragraphs D and F:

Paragraphs "D" and "F" address the deadlines imposed for alternative shutdown modifications requiring NRC prior approval. The only areas of the pl ant for which al ternative shutdown systems are proposed are the main control room, the cable spreading room, and the computer room (Fire Area 0024). Our or'ginal overall response to 10 CFR 50.48, which proposed adding certain controls to the Units 1 and 2 remote shutdown panels, was submitted on July 1,1982. These modifications have been completed. Our understanding at the time of the submittal was that the modifications would fall under the scheduling requirements, as outlined in Paragraph "C".

Muller, Project Director-BWR Project Directorate No. 2 October 10, 1986 Page Three As part of our reanalysis work, which was completed in January 1986, additional modifications relative to safe shutdown and alternative shutdown capability were identified. The reanalysis effort is discussed in our May 16, 1986, submittal and exemption request. All additional modifications, other than those listed as specific exemption requests in our May '16, 1986, letter deemed necessary due to the reanalysis effort, will be completed by November 30, 1986.
