Dear Mr. Funches:

In accordance with your letter of July 24, 1986, the following is Texas Municipal Power Agency's response to your request for information under Regulatory Guide 9.3:

a.

Anticipated excess or shortage in gen-erating capacity resources not expected at

'the construction permit stage.

Reasons for the excess or. shortage along with data on how the excess will be allocated, distrib-

uted, or otherwise utilized or how the shortage will be obtained.

Texas Municipal Power Agency (TMPA) currently finds itself with an excess in generating capacity resources not expected at the time it became one of the permittees of the Unit I

construction permit.

This' excess occurred because the cities which created TMPA have not grown at the rate projected at the time TMPA became a

permittee.

TMPA estimates that if either Unit 1 or Unit 2 are not completed, it will need additional power by 1994.

New power pools or coordinating groups or changes in structure, activities, poli-cies,.

practices, or

. membership. of power pools or coordinating groups in which the licensee was, is, or will be a participant.

No significant changes have occurred since TMPA became a permittee.

c.

Changes in transmission with respect to (1) the nuclear plant, (2) interconnections, or (3) connections to wholesale customers.

Unit 1 did not become operational in late 1981, as TMPA was led to believe when it purchased its interest in the plant.

Otherwise, no significant changes have occurred since TMPA became a permittee.

d.

Changes in the ownership or contractual allocation of the output of the nuclear facility.

Reasons

No significant changes have occurred since TMPA became a permittee.

Changes in

design, provisions, or conditions of rate schedules and reasone :or such changes.

Rate increases or decreases are not necessary.

No significant changes have occurred since TMPA became a permittee.

List of all (1) new wholesale custo-

mers, (2) transfers from one rate schedule to
another, including copies of schedules not previously furnished, (3) changes in licensee's service. area, and (4) licensee's acquisitions. or c:ergers.

No significant changes have occurred since TMPA became a permittee.

List of those generating capacity addi-tions committed for operation of the nuclear

facility, including ownership rights or power output allocations.

No significant changes have occurred -since TMPA became a permittee.

h.

Summary of requests or indications of interest by other electric power wholesale or retail distributors, and licensee's re-sponse, for any type of electric service or cooperative venture or study.

TMPA routinely receives requests from other elec-tric utilities concerning participation in cooperative ventures.

These requests are evaluated on. a case by case basis.

Since~TMPA has become a permittee, TMPA has not' elected to participate in any such offer.
