4 1. PURPOSli l.1 Objective This procedure satisfies Technical Specification Surveillance 4.8.4.1.a.2 for overcurrent testing of the following containment penetration overcurrent protection devices:

Load center breakers l

Gould Ampcap MCC starters j

  • Molded case breakers 1.2 Discussion Surveillance requirement 4.8.4.1.a.2 requires that 10% of each type of penetration conductor overcurrent protective devices below 4KV be functionally tested every 18 months. The function of the penetration conductor overcurrent protective device is to open the circuit on an overcurrent condition. Operability is proven by injecting overcurrent levels into the protective device and ensuring it trips within its required time band.

Satisfactory completion of section 4.1, meets the requirement for load center breakers.

Satisfactory completion of section 4.2, meets the requirement for Gould Ampeap MCC Starter.

Satisfactory completion of section 4.3, meets the requirement for molded case breakers.

For each circuit breaker found inoperable during these functional tests, an additional 10% of all the circuit breakers of the inoperable type shall also be tested until no more failurcs are found or all circuit breakers of that type have been tested.[+ LER 97-004-00]

This procedure should be performed prior to performing Urcaker PMs (SP 3712TA and SP 3712TB). Performing the PM first would precondition the breaker.

Instructions on operating the test equipment may be found in its operating instruction manual or in the MP 3787 series procedures. This procedure overrides any conflicts found between it and the operating instruction manual or the MP 3787 series procedure.

This procedure applies to all circuit breakers described in Tecn:. cal Specifications, Millstone Nuclear Power Station, Unit No. 3, OPS Form 3273 - 3/4.3.8.4.1," Containment Penetration Conductor Overcurrent Protective Devices." This surveillance applies in modes 1,2, 3, and 4, 1.4 Frequency A minimum of 10% of each type of breaker below 4KV shall be functionally tested at least once every 18 months. Circuit breakers selected for functional testing shall be selected on a rotating basis.

2. PREREOUISITES 2.1- General 2.1.1 Surveillance cover sheet has been authorized by SM/US for surveillance testing to begin.

4. INSTRUCTIONS 4.1 Load Center Breaker Overcurrent Test j 4.1.1 Refer To Specification SP-EE-321 and Attachment I and COhiPLETE page 1 of hiaint. Form 3712T-3.

c. Starting at a current level below minimum instantaneous pick-up value, PERFORM following: 1 NOTE Spurious trips may be minimized by maintaining the test time close to 0.10 seconds.
1) APPLY current to one phase of breaker for a minimum l of 0.10 seconds.
2) E breaker has exceeded its acceptable trip current value AND did not trip, STOP test and CONSULT FLS.
3) E breaker did not trip, INCREASE current value and Go To step 4.1.2.c.1).

) 4) E breaker tripped AND time was greater than

(- 0.10 seconds, Go To 4.1.2.c.1).

5) E breaker tripped, RECORD trip current and time on Maint. Form 3712T-3.
d. E trip current DR time does not meet acceptance criteria, CONSULT FLS.
