l. I'lllU'OSE 1.1 Objective This procedure provides instructions for performing an inspection and preventive maintenance on Containment Penetration MCC starters, and molded case breakers as required by Technical Specification Sun cillance Requirement 4.8.4.1.b.

1.2 Discussion Surveillance icquirement 4.8.4.1.b requires that at least once every 60 months an inspection and preventive maintenance is performed on all penetration conductor overcurrent protective devices.

Satisfactory completion of this procedure meets the requirements for MCC starters and molded case breakers.

Meggering of devices should be donc at a voltage at least twice the operating voltage of the device and not less than 500V.

1.3 Applicability This procedure applies to all MCC starters and molded case breakers described in Technical Specifications, Millstone Nuclear Power Station, Unit No. 3, OPS Form 3273 - 3/4.3.8.4.1," Containment Penetration Conductor Overcurrent Protective Devices." This surveillance applies in Modes 1,2,3, and 4 1

1.4 Frequency At least once every 60 months,100% of the penetration breakers shall be subjected to an inspection & preventive maintenance.

2. PREREOUISITES 2.1 General 2.1.1 If this procedure is being performed with SP3712T," Containment Penetration Overcurrent Device Surveillance Testing for 1.oad Center, MCC, and Molded Case Hrcakers," SP 3712T has been perform prior to performing this PM. Performing this PM prior to performing SP 3712T would precondition the breaker.

3. PRECAUTION _S 3.1 The bolts at the top and bottom of the cubicle drawer provide giounding of the cubicle drawer to the cubicle frame, failure to tighten could result in electrical shock to personnel.

caution when using sohents as some solvents are harmful to these materials.
