- 1. NRC Letter, Review Schedules for the NAC-UMS Storage and Transportation Cask Applications (TAC Nos. L22511 & L22452), August 16,1999 NAC International (NAC) has received the Reference 1 letter concerning the Review Schedules for the NAC-UMS Storage and Transportation Cask Applications.
At the July 7,
1999 NRC/NAC/SWEC/MY meeting, NAC discussed our willingness to prioritize certain reviews as part of our contribution to an expedited Maine Yankee nonstandard fuel licensing strategy, a strategy which included a request for additional NRC staff resources to meet the critical Maine Yankee decommissioning schedule. However, the Reference I letter expresses strong reservations about meeting Maine Yankee's desired April 2001 schedule and does not address the use of additional NRC staff resources, as discussed not only at the July 7,1999, meeting, but also by Dr. Paperiello during a visit to Maine Yankee on July 20,1999.
As you may remember, in a conference call requested by the NRC on February 17,1999, Charlie Pennington and Bill Lee discussed NAC's upcoming submittals and their associated NRC reviews to support NRC manpower planning with Eric Leeds and you. They discussed all anticipated NAC submittals for the next 18 months, including the Maine Yankee nonstandard fuel amendment for UMS to be submitted in the June 1999 timeframe. It was NAC's understanding that this information
. would be utilized by the NRC to plan and schedule the necessary staff resources to perform the required technical reviews.
As stated by NAC during the July 28, 1999, conference call, the Maine Yankee Project Team believes that the NRC ccn achieve the desired schedule objectives through the use of these additional staff resources. At the end of the conference call, the NRC summarized the understanding of NAC's fg

The July 16,1999, Maine Yankee Nonstandard Fuel Supplement to the UMS Storage System SAR is mostly comprised of fuel assembly-specific analyses in the criticality and shielding disciplines. As such. NAC believes the NRC could utilize the current Technical Review Team - upon completion of the review of the two UMS Storage RAI-2 nuclear-related comments, along with additional nuclear engineering staff resources, to complete the reviews necessary to support the desired approval schedule with minimal effect on other NRC activities.
