On November 3,1986, a meeting with the Staff was held to discuss the possible application of pipelocks on flawed inconel butter welds. At that time, Carolina Power & Light Company committed to submit a detailed analysis of a representative reactor pressure vessel noule to safe-end pipelock. Enclosure 1 contains this analysis which consists of an ASME Code design analysis and a test verification program. O'Donnell & Associates, Inc.,
considers this proprietary information and, as such, not for public disclosure. An af fidavit to this ef fect was submitted to the Staf f by letter dated March 14,1984. A copy of the 1984 cover letter is included in Enclosure 1. As discussed, specific analyses will be provided for any actual pipelock installations prior to the end of the upcoming Brunswick-! Reload 5 outage.
