By Ictter dated February 14,1997, Southem Nuclear Operating Company (SNC) proposed to amend the Facility Operating Licenses and Technical Specifications for Joseph M. Farley Nuclear Plant (FNP) Unit I and Unit 2 to allow operation at an increased reactor core power level of 2775 megawatts thermal (Mwt). NRC letter dated July 1,1997 requested that SNC proside additional information, and SNC responded by letter dated August 5,1997. On August 25,1997, SNC received a new Staff request (NRC letter dated August 21,1997) for additional information. This SNC letter provides the requested information.

Attachment I provides the SNC Responses to NRC Question Nos.1 - 6 and 9 - 11. Attaciunent 11 provides the SNC Responses to NRC Questions 7 - 8. Attachment 111 includes a copy of WCAP-10263, "A Review Plan for Uprating the Licensed Power of a Pressurized Water Reactor Power Plant," which is a non-proprietary Westinghouse report.

Please note that Attachment 11 includes SAE-SSO 97-Il6, "Farley Uprate RAI," Proprietary Class 2; SAE-SS0-97-117, "Farley Uprate RAI," Non Proprietary Class 3; and Westinghouse authorization letter CAW-97-1170 with accompanying affidavit, proprietary information notice, and copyright notice. As SAE SSO-97-116 contains information proprietary to Westinghouse Electric Corporation, it is supported by an amdavit signed by Westinghouse, the owner of the information.- he amdavit sets forth the basis on which the information may be withheld from public disclosure by the Conunission and specifically addresses the considerations listed in paragraph (b)(4) of 10 CFR Section 2.790 of the Commission's regulations.
