NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-456 As a result of the inspection conducted on May 25, 1986 through January 29, 1987, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions " 10 CFR Part 2, Appendix C (1985), the following violation was identified:
10 CFR 50, Appendix J, Section III, Leakage Testing Requirements, states in part, "a program consisting of a schedule for conducting Type... B...
tests shall be developed for leak testing the primary containment and related systems and components penetrating the primary containment pressure boundary.
Upon completion of construction of the primary containment... and prior to any reactor operating period, preoperational and periodic leakage rate tests, as applicable shall be conducted..."Section III.G. of Appendix J, defines Type B tests and states in part, " Type B Tests" means tests intended to detect local leaks and to measure leakage across each pressure containing or leakage limiting boundary for...
Containment penetrations whose design incorporates
... piping penetrations fitted with expansion bellows."
Contrary to the above:
As of May 30, 1986, the inspectors had determined that:
The fuel transfer tube bellows for the Unit 1 reactor were not Type B tested during the preoperational testing program and the licensee had not established a preo)erational test program or developed periodic tests and schedules to test tie Unit 1 fuel transfer tube bellows.
This is a Severity Level IV violation (Supplement II).
The inspection showed that action had been taken to correct the identified violation and to prevent recurrence.
Consequently, no reply to the violation is required and we have no further questions regarding this matter.
