CONTROL ROOM FLOOR COVERING (TAC 60586)
Re:
Pilgrim Nuclear Power Station By letter dated January 14, 1986, you requested approval for the installation of carpeting in the Pilgrim Station control room which complies with the most restrictive critical radiant flux (CRF) classification (Class Il for floor covering material. The CRF is determined by standard test procedures established by the National Fire Protection Association (NFPA 253) and the American Society for Testing Materials (ASTM E-648).
For Class I, the minimum allowable CRF is 0.45 watts per square centimetcr, as determined by the test method in ASTM E-648.
Mr. DiMeo and Mr. Venkataraman of your staff have informed us by telephone that the proposed carpet will have a smoke development ratino of 450 or less, as required by the NFPA 101 " Life Safety Code." This will be an improvement over the carpet presently in the control room, which has a smoke development ratino of approximatelv 600.
Based on the above information, we conclude that installation of the proposed Class I carpet will not significantly decrease the level of fire safety in the control room and, therefore, represents an acceptable deviation from C.7.b of Branch Technical Position CMER (formerly APCSR) 9.5-1.
Please inform us of the actual CRF and the smoke development rating of the proposed carpet when that information is available.
