Gentlemen:
This refers to the routine safety ins)ection conducted by Messrs. C. F. Gill,
W. B. Grant, and W. J. Slawinski of t1is office during the period November 17,
1986 through January 30, 1987, of activities at Zion Nuclear Power Station
authorized by NRC Operating Licenses No. DPR-39 and No. DPR-48 and to the
discussions of our findings with Mr. G. Pliml and others of your staff on
December 12, 1986, and on January 9 and 30,1987.
The enclosed copy of our inspection re) ort identifies areas examined during
the inspection. Within these areas, t1e inspection consisted of a selective
examination of procedures and representative records, observations, independent
measurements, and interviews with personnel.
During this inspection, certain cf your activities appeared to be in violation
of NRC requirements, as described in the enclosed Notice. The inspection
showed that action is currently being taken to correct the identified
violations and to prevent recurrence. Cur understanding of your corrective
actions are described in Sections 20 and 25 of the enclosed inspection report.
Consequently, no reply to the violation is required and we have no further
questiens regarding these matters at this time. If our description of your
, co.rective actio7s is incorrect please notify us in writing within 30 days
of the date of this letter.
In accordance with 10 CFR 2.790 of the Commission's regulations, a co)y of
this letter and the enclosed inspection report will be placed in the iRC
Public Document koom.
