NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-295 1 ,

Docket No. 50-304 , ,

As a result of the inspection conducted during the period November 17, 1986 ,

through January 30, 1987, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985),

the following violations were identified: -

1. Technical Specification 3.12.1.c.4 requires that during a release, the gross and particulate activity of all gaseous wastes released to the environment be monitored and recorded.

Contrary to the above, gaseous effluent activity released from the miscellaneous ventilation stack was not recorded. Specifically, during containment purges on October 4 and 5, 1985, the recorder

This is a Severity Level IV violation (Supplement I).

2. Technical Specification 4.13.2.b requires the in place testing of fuel building ventilation filters after any structural maintenance on the filter housing.

Contrary to the above, in place testing was not performed subsequent to structural maintenance performed on Fuel Handling Exhaust Filter Bank 38 on October 16, 1986, until November 25, 1986. The system was required to be operational at times during this period.

This is a Severity level IV violation (Supplement I).

The inspection showed that action had been taken to correct the identified -

violations and to prevent recurrence. Consequently, na reply to the violations is required and we have no further questions regarding these matters.
