Calvert Cliffs Partial Scale Emergency Exercise (September 9,1986)

The Calvert Cliffs Nuclear Power Plant annual Emergency Exercise was held.on September 9, 1986.

During the conduct of the exercise,.our inspectors iden-tified several significant weaknesses in your performance.

The specific deficiencies were discussed by Mr. J. Hawxhurst of the NRC Region I office with yourself on September 10, 1986, following the licensee critique of the exercise.

Your protective action reconsnendations during the exercise were neither timely nor conservative due to a break-down in your decision making process.

The factors contributing to this breakdown were; inadequate direction and control of the accident assessment and dose assessment groups; and poor information flow between these groups and between the dose assessment group and the Site Emergency Coordinator.

Also, source terms, release path-ways and integrated offsite doses were not adequately determined because of inadequate information gathering and evaluation.

'As a

result, the Radiological Assessment Director passed inaccurate information concerning protective action recommendations to the Site Emergency Director.

A more complete description of these observations will be included in Combined Inspection Report Nos. 50-317/86-14; 50-318/86-14.

As a result of the discussions at the exit meeting and our discussions on September 19, 1986 it is' our understanding that the following corrective actions will be taken by BG&E.

1.

A remedial drill will be held by October 31, 1986 to demonstrate that appropriate corrective measures have been taken regarding the weak areas.

During the remedial drill the following emergency. response capabilities will be demonstrated:

Protective Action Recommendations will be formulated, communicated and updated based on plant conditions and/or offsite dose estimates.

Information will be effectively communicated between key managers relative to protective action decisionmaking.

Important parameters and reasons for decisions will be documented and updated accordingly.

Magnitude of radiological releases or potential releases (accident assessment) and the impact of these releases will be determined on a continuous basis (dose assessment including deposition and ingestion pathway).

A review of the emergency response plan and procedures in those areas where weaknesses were identified will be conducted and appropriate changes will be drafted prior to the remedial drill.

3.

Specific training will be conducted as necessary prior to the remedial drill.

The balance of the emergency organization identified as needing additional training will be completed prior to the planned March 1987 drill.

inform this office immediately.

The implementation of these actions will be l

subsequent follow-up inspections in this area will be conducted.
