SUBJECT:
CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED SEPTEMBER 23, 1986 By letter dated September 23, 1986, Commonwealth Edison requested an amendment to Special Nuclear Material License No. SNM-1916 to permit the wet storage of new fuel in the spent fuel storage pool and the storage and installation of startup sources. Both the new fuel and the startup sources will eventually be used in Byron Station, Unit 2.
Commonwealth Edison has also requested other changes that are administrative in nature.
These changes will neither affect public health and safety nor will they compromise environmental protection. Accordingly, the staff has concluded that the following conditions have been met:
1.
There is no significant increase in the type or significant increase in the amount of any effluents that may be released offsite, 2.
There is no significant increase in individual or cumulative occupational radiation exposure, 3.
There is no significant construction impact, and 4.
There is no significant increase in the potential for or consequences from radiological accidents.
Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
