In accordance with your revised application dated September 23, 1986, and pursuant to Title 10, Code of Federal Regulations, Part 70, Materials License No. SNM-1916 is hereby amended to authorize the storage of fuel assemblins under water in the Spent Fuel Storage Pool and the receipt, possession, and installation of Cf-252 startup sources in two new fuel assemblies. Accordingly, the date of September 23, 1986, is incorporated into Item 9 of your license subject to the following conditions:

Condition 6.D.

Cf-252.

Condition 7.D.

In Cf neutron sources.

Condition 8.D.

450 millicuries total.

Condition 20:

New Fuel. Assemblies may be stored in the Spent Fuel Storage Pool subject to the following conditions:

a.

The' maximum U-235 enrichment shall be 3.22 w/o for dry storage.

b.

New fuel assemblies, when stored in a dry condition, shall be stored in a checkerboard pattern.

c.

When new fuel is stored in a dry condition, the Fuel Handling Foreman shall verify correct fuel assembly location after insertion of each fuel assembly into the assigned storage rack in accordance with a prepared written procedure approved by an Operating Engineer and the Technical Staff Supervisor.

d.

When new fuel is stored in a dry condition, an independent loading verification shall be made by a Quality Control Inspector.

When new fuel is stored in a dry condition, the Fuel Handling Foreman and the Quality Control Inspector shall each sign a document assuring proper storage of each fuel assembly.

f.

When new fuel is stored in a dry condition, the fuel assemblies shall be protected to preclude damage and preserve fuel assembly cleanliness.

g.

New fuel may be present in the Spent Fuel Storage Pool while the pool is being flooded, provided that the checkerboard loading pattern is maintained until the pool is completely flooded.

Condition 29: Two fuel assemblies may be placed in two water-filled failed fuel containers (on 44-inch centers) for primary neutron source installation and shielded storage provided that the water has a boron concentration of at least 2,000 ppm. The failed fuel container between the two fuel assemblies shall also be filled with water having a boron concentration of at least 2,000 ppm.

All other conditions of the license shall remain the same.

The above conditions were discussed with Ms. I. M. Johnson of your staff on September 25, 1986. Enclosed is a c yy of our Safety Evaluation Report in support of this amendment.
