Gentlemen:

This letter is in response to the Notice of Violation cited in Inspection

Report Nos. 50-321/86-37 and SC-366/86-37, dated December 17, 1986.

The

referenced report relates to an

NRC inspection conducted November 17-20,

1986.

The inspection covered a br-oad range of the security operations at the

plant and resulted in the identiff cation of two Severity Level V findings.

Georgia Power Company (GPC) has undertaken numerous security improvements

at both Plant Hatch and Plant Vog:tle, and at our Corporate office to further

enhance the Nuclear Security Program, as indicated in previous correspondence

and meetings. We specifically wtsh to note that GPC has created and fully

staffed a corporate nuclear security organization that monitors and provides

assistance and direction to Plant Security Operations.

The recent Regulatory

.

Effectiveness Review of Plant Haitch, which concentrated on actual physical

security issues, resulted in a f:avorable preliminary report on the security

operation of the plant. We beliewe this review is but another confirmation of

our efforts to achieve excellenc e and the exemplary results accomplished in

the past year.

Georgia Power Company beliewes that the effort and attention given to

these

two minor _ findings and

the

related

implications

of

perfor ance

m

indicators and noncompliance stat-istics is contrary to effective and eff.icient

regulatory practices inherent im the NRC's Enforcement Policy (10 CFR

2~,

Appendix

C).

In

our

view,

neither

of

the

findings

had

safeguards

significance.

The enclosure to

this letter addresses in detail these two

minor findings and the actions

taken by GPC.

In addition, the enclosure

describes the reasons which suppcort our request that these two violations be

withdrawn.

Our request that thesse two proposals be withdrawn is respectfully

submitted.

An affirmative respon7se would reinforce the positive movement our

nuclear security program has alreaady made.
