By letter dated May 14, 1986, you requested a license amendment to modify l technical specifications 3.6.B and 4.3.8 to provide surveillance requirements {

for valves SI-M0V-24 and RH-M0V-874. Technical specification 3.6.8 currently requires that these valves be locked in a specified position whenever the reactor is critical. The license amendment request provides for monthly surveillance of these valves in accordance with your commitments as described in the temporary exemption from the single-failure criterion (GDC 35) dated April 28, 1986.

As described in the safety evaluation supporting this exemption, the staff has concluded that surveillance of these valves is necessary to ensure adequate core cooling for a limited range of small-break loss of coolant accidents in loop number two. Further, the staff concludes that the proposed surveillance l will not place the plant in an unsafe condition nor will it present an undue l risk to public health and safety with respect to other modes of emergency core cooling.

However, the staff does not believe that the circumstances of this case warrant an exigent license amendment, as you requested. This letter authorizes a temporary waiver of compliance from section 3.6.B of the technical specifications to permit surveillance of valves SI-M0V-24 and RH-M0V-874 in accordance with your commitment. We have discussed this matter with Region I and they concur in this waiver. This waiver of compliance will be in effect until June 30, 1986, while we complete normal processing of the request license amendment. I Sincerely, Original signed by: C. I.
