Dear Dr. Paperiello:
In accordance with 10 CFR Part 76, the United States Enrichment Corporation (USEC) hereby submits twenty (20) copies of Revision 15 (September 5,1997) to USEC-01, Application for United States Nuclear Regulatory Commission Certification, Paducah Gaseous Diffusion Plant, and twenty (20) copies of Revision 4 (September 5,1997) to DOE /ORO-2026, Plan for Achieving Compliance with NRC Regulations at the Paducah Gaseous Difrusion Plant. This submittal contains confidential commercial or fmancialinformation or trade secrets that are exempt from public disclosure pursuant to Section 1314-of the Atomic Energy Act of 1954, as amended, and 10 CFR 2.790 and 9.17(a)(4).
In accordance with 10 CFR 76 33(e), this entire submittal is being submitted as a proprietary
. submittal. USEC requests that the Revision 15 changes to the Fundamental Nuclear hinterials C Plan and the Revision 4 changes to Compliance Plan issue A.2 be withheld from public disclosure. The enclosed USEC affidavit provides the information required by 10 CFR 2.790(b)(4).

These revisions incorporate changes to the Fundamental Nuclear-.hiaterial Control Compliance Plan Issue A.2. These changes were previously submitted for your review in accordance with 10 CFR 76 45 and were approved as Amendment 7 to the Certificate of Compliance GDP-1 in your letter dated August 4,1997 (TAC NO. L32019). In addition, the remaining actions in the Plan of Action and Schedule for issue A.2 have been revised to show that they have been completed. Revision bars are provided in the margins to identify the changes. These revisions were implemented effective September 5,1997.

I am an oflicer of USEC and have been authorized by USEC to (a) resiew the information owned by USEC which is referenced herein relating to the Paducah Gaseous Diffusion Plant and which USEC seeks to have withheld from public disclosure pursuant to section 147 of the Atomic Energy Act (AEA), as amended,42 U.S C. Q 2167, and 10 CFR 2.790(a)(3),2.790(a)(4),2.790(d)(1) and 9.17(a)(4),
and (b) apply for the withholding of such information from public disclosure by the Nuclear Regulatory Commission (NRC) on behalf of USEC.

Pursuant to 10 CFR 76.35(h), USEC has prepared a " Fundamental Nuclear Materials Control Plan, Paducah Gaseous Diffusion Plant" (FNMCP) which describes the measures used by USEC at the Paducah plant to control and account for special nuclear material that USEC uses, possesses, or has access to. USEC is submitting changes to this plan to the NRC as Revision 15, September 5,1997, to its application for a certificate of compliance for the Paducah plant under 10 CFR Part 76.

Pursuant to 10 CFR 76.35(b), the Department of Energy (DOE) has prepared a " Plan for Achieving Compliance with NRC Regulations at the Paducah Gaseous Diffusion Plant" which identifies certain noncompliances associated with, among other areas, the FNMCP. USEC is submitting changes to this Compliance Plan to the NRC as Revision 4, September 5,1997.

10 CFR 2.790(d)(1) states that correspondence and reports to or from the NRC containing information concerning an applicant's material control and accounting program for special nuclear material not otherwise designated as Safeguards Information or classified as National Security information or Restricted Data are deemed to be confidential commercial or financial information exempt from public disclosure. Accordingly, USEC requests that the Revision 15 changes to the Paducah Fundamental Nuclear Materials Control Plan and Revision 4 changes to the Paducah Compliance Plan
