1.0 INTRODUCTION
By letter dated September-12,1986, and supplemented by letters dated September 22, 1986, and November 10, 1986 Public Service Electric and 3
1 Gas Company (PSE4G, the licensee) reouested changes to the Hope Creek l
Radiological Effluent Technical Specifications (RETS) incorporated in j
Facility Operating License No. NPF-57. The requested changes would modify Technical Specifications 3.3.7.9 and 3.3.7.10 to be consistent with the l
Standard 'tETS.
2.0 EVALUATION The Technical Specifications (TS) for Facility Operating License No. NPF-57 j
for the Hope Creek Generating Station were issued in July 1986. The RETS i
were included as part of the Hope Creek TS and were implemented by the i
licensee upon issuance of the TS. The proposed changes to the RETS are consistent with NUREG-0473, " Standard Radiological Effluent Technical Specifications for BWRs" Revision 2, February 1, 1980 (model RETS).
The proposed changes would clarify the wording of the radioactive liquid l
and gaseous effluent monitoring instrumentation TSs to reflect current interpretation of staff outdance. Specifically, the' time limit of 30 I
days for actions prescribed in the TS is removed from several individual j
items in the Table Notations and, instead, is incorporated in the TS 4
ACTION statement.
I The ACTION statements of the radioactive liquid and effluent monitoring instrumentation TS currently state that with less than the minimum number j
of effluent monitoring instrumentation channels operable, effluent releases via the pathway may continue for up to 30 days, provided that alternative measurement techniques are employed. After 30 days, the TS calls for ter-j minating releases, requiring the plant to be shut down. The requested TS changes would pemit releases via the pathway provided that alternative measurement techniques are employed. The licensee's proposed TS amendment 1s consistent with the intent of the TS, namely, that alternative monitorino j
techniques are used to assess the effluents should the primary means not be available. The proposed TS changes would also permit the licensee to change I

Ecceptably conservative value, should the setpoint be discovered to be nonconservative.
In all cases, should the instrumentation be inoperable for longer than 30 days, an explanation for its inoperability will be in-cluded in the next Semiannual Radioactive Effluent Release Report.
During the development of the Hope Creek TS, the licensee used an early revision of the staff's model RETS guidance. Recently it has become apparent that the wording of the earlier guidance for these particular instrumentation TS can be misinter Thus, the staff has modified this wording in revised guidance (preted.NUREG-0473, Revision 2) to clarify the intent of the TS. The licensee's submittal, es amended, follows closely the wording of the staff's revised guidance and, thus, is acceptable.
3.0 FNVip0NMENTAL CONSinERATION This amendment involves a change in the use of facility components located within the restricted crea as defined in 10 CFR Part 20 and changes in surveillance requirements. The staff has determined that this amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual er cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public coment on such finding. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b), no environmental impact statement nor environ-mental assessment need be prepared in connection with the issuance of this amendment.
4.0 CONCLUSION
The Commission made a proposed detemination that the amendment involves no significant hazards consideration which was published in the FEDEpAL RFGISTER (51 FP. 41867) on November 19, 1986, and consulted with the state of New Jersey.
No public comments were received, and the state of New Jersey did not have any comments.
We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Comission's regula-tions and the issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public.
