EXECUTIVE
SUMMARY
General Atomics NRC Inspection Report 70-734/99-02 This was an announced inspection of the licensee's physical security program. The areas inspected included reports of safeguards events; storage of special nuclear material; detection aids and surveillance; access control and locks; alarm station, response, and communications; testing and maintenance; security system power supply; security program plans and procedures; and miscellaneous security and safeguards issues.
Results Security event reporting conformed to regulatory requirements (Section S1.1).

The overalllevel of physical protection provided to special nuclear material was very good.
Effective barriers were in place that would provide delay and detection to individuals attempting unauthorized entry (Section S2.1).
An excellent detection system was rnaintained inside the controlled access areas.
Illumination inside the controlled access areas was very good (Section S2.2).
The access control of personnel entering and exiting controlled access areas was very good. An effective lock and key control program was implemented and maintained (Section S2.3).
Effective alarm station and security radio communication systems were ma!atained.
Alarm station operators were alert and well trained (Section S2.4).
Security equipment testing and maintenance were completed in a timely manner and

properly documented (Section S2.5).
The security emergency power supply system was capable of operating required security equipment (Section S2.6).
Changes to the physical protection plan which had not decreased the effectiveness of the plan were submitted in accordance with NRC requirements. Security implementing procedures were consistent with the requirements of the physical protection plan (Section S3.1).

. Report Details IV. Security S1 Conduct of Security and Safeguards Activities S1.1 Reports of Safeauards Events a.
Insoection Scope (81402)
The licensee's records were inspected to insure compliance with reporting of safeguards events contained in 10 CFR 73.71.
b.
Observations and Findinas The licensee stated that there were no safeguards events which required notification to the NRC.. The inspector reviewed various records, logs, and associated documents and found no reportable events. The inspector determined that the licensee conformed to the regulatory requirements regarding the reporting of security events.
c.
Conclusions Security event reporting conformed to regulatory requirements.
S2 Status of Security Facilities and Equipment S2.1 Storaae of Soecial Nuclear Material (SNM) a.
Inspection Scope (81421)
The storage of special nuclear material was inspected to determine compliance with the requirements of the physical protection plan.
b.
Observations and Findinos The inspector performed a walkdown of all controlled access areas maintained for the licensee's (70-docket) material. The inspector determined that special nuclear material was properly stored and secured within controlled access areas and that the licensee's overall level of physical protection to special nuclear material was very good. The inspector also determined that the controlled access areas were appropriately locked and alarmed. Barriers provided penetration resistance to both forced and surreptitious entry 1
and were adequate to ensure delay of a potential adversary.

S2.2 Detection Aids and Surveillance a.
Insoection Scope (81421)
The licensee's detection aids and surveillance capabilities were inspected to determine compliance with the requirements of the physical protection plan.

Observations and Findinas 1
The alarm system consisted of detection aids at the entry point and inside the controlled

access area. From observations during a walkdown of all controlled access areas, the inspector determined that the intrusion detection system conformed to the requirements of the physical security plan. The inspector determined that the motion detectors were properly positioned and sensitive to movement inside the controlled access areas. All alarms from the controlled access areas annunciated in the security control station. All controlled access areas were very well illuminated.
The inspector and members of the security organization discussed the procedures for conducting monthly tests of the intrusion detection system inside the controlled access areas. The licensee's tests of the intrusion detection system were performance oriented to ensure that system failures were identified and corrected.
c.
Conclusions An excellent detection system was maintained inside the controlled access areas.
Illumination inside the controlled access areas was very good.
S2.3 Access Control and Locks a.
Inspection Scope (81421)
The access control of personnel entering and exiting controlled access areas and locking devices were inspected to determine compliance with the requirements of the physical protection plan.
b.
Observations and Findinas The inspector determined through observations and interviews that the control of personnel access to all controlled access areas met the requirements of the physical protection plan. Personnel entering the controlled access areas wore distinctive licensee badges. A!: visitors were escorted. The licensee was capable of preventing unauthorized t ntry of individuals or material.

-, In addition, the inspector verified that the controlled access areas were adequately locked and that key locks (and cores) controlling access were changed as required by the physical protection plan, c.
Conclusions The access control of personnel entering and exiting controlled access areas was very good. An effective lock and key control program was implemented and maintaincJ.
t S2.4 Alarm Station. Response. and Communications a.
Inspection Scope (81421)
The alarm station, response to security alarms, and radio communication capabilities were inspected to determine compliance with the requirements of the physical protection plan.
b.
Observations and Findinas Through observations and interviews, the inspector determined that the security control (alarm) station was equipped with appropriate alarm and communication capability. The alarm station was continually manned by an alarm station operator. The inspector determined that the alarm station operators were alert and well trained and were capable of maintaining continuous communication with other members of the security organization.
Additionally, the inspector determined that, in accordance with the physical protection plan requirements, the minimum number of qualified individuals were on duty at all times to assess and respond to alarms caused by unauthorized penetrations or activities in the controlled access areas. Each alarm response was by a watchman dispatched from the security control station.
The inspector determined that the licensee had an excellent radio system. The licensee was capable of meeting all communication requirements of the physical protection plan.
Additionally, the licensee maintained an adequate number of portable radios for use by members of the security organization.
c.
Conclusions Effective alarm station and security radio communication systems were maintained.
Alarm station operators were alert and well trained.
S2.5 Testina and Maintenance a.
Insoection Scope (81421)
The testing program was inspected to determine compliance with the requirements of the physical protection plan.

Observations and Findinas Through interviews, the inspector determined that repairs to security equipment were -
completed in a timely manner. Through revie'./ of testing records, the inspector verified
- that security equipment was performance tested as required by the physical protection plan. All equipment performed as designed.
c.
Conclusions Security equipment testing and maintenance were completed in a timely manner and properly documented.
S2.6 ' Security Systsm Power Sucolv a.
Insoection Scope (81421)
The security emergency power supply was inspected to determine compliance with the physical protection plan.
b.
Observations and Findinas The physical protection plan required that emergency power be provided to specific components of the physical protection system. During the inspection, the licensee conducted a load test of the emergency power supply system. The system performed as necessary to provide emergency power to required security equipment.
c.
Conclusions The security emergency power supply system was capable of operating required security equipment.
S3 Security and Safeguards Procedures and Documentation S3.1 ' Security Proaram Plan and Procedures a.
Inspection Scope (81401)
The licensee's " Fixed Site and Transportation Plan for the Protection of Special Nuclear Material of Moderate and low Strategic Significance," dated July 1999 and selected implementing procedures were reviewed to determine compliance with the requirements of.10 CFR 50.54(p) and 10 CFR 73.67.
b.
Observations and Findinos The inspector determined from a review of physical protection plan, procedures, and interviews with licensee security personnel that previously submitted plan changes did not reduce the effectiveness of the plan and were reported to the NRC within the

required time requirements. The inspector determined that the licensee maintained an effective management system for the development and administration of procedures and verified that changes to the procedures did not reduce the effectiveness of the licensee's security program.
c.
Conclusions Changes to the physical protection plan which had not decreased the effectiveness of the plan were submitted in accordance with NRC requirements. Security implementing procedures were consistent with the requirements of the physical protection plan.
S8 Miscellaneous Security and Safeguards issues (92904)
S8.1 (Closed) Violation 70-734/9701-01: Lock Core Chanae.
During a previous security inspection, it was determined that lock cores to all controlled access areas had not been changed at least annually.
During this inspection, the inspector determined that required lock cores had been changed at least annually.
S8.2 (Closed) Violation 70-734/9701-01: Chanoes to Physical Protection Plan During a previous security inspection, it was determined that the licensee had made changes to its physical protection plan without prior NRC approval and did not furnish to l
the NRC a report containing a description of each change within 2 months after the change.
1 During this inspection, the inspector determined that licensee changes to its physical protection plan had been properly furnished to the NRC.
S8.3 Year-2000 Comoliance Testrng During this inspection, the licensee stated that Optex Morse, Inc., had provided the security computer for its alarm system. On March 6,1998, Optex Morse, Inc., notified the licensee that this computer had been developed around a real-time operating system and, that at the turn of the century, the computer-date will automatically roll over to the year 2000.

- Exit Meeting Summary The inspector presented the inspection results to members of licensee management at the conclusion of the inspection on July 29,1999. The licensee acknowledged the findings presented.
