FEB 0 51987 Docket No's. 50-266-and 50-301 Mr. C. W. Fay, Vice President Nuclear Power Department Wisconsin Electric Power Company.

231 W. Michigan Street, Room 308 Milwaukee, Wisconsin 53201

Dear.Mr. Fay:

SUBJECT:

REQUIRED ACTIONS BASED ON GENERIC IMPLICATIONS OF SALEM ATWS EVENTS (GENERIC LETTER 83-28) ITEM 4.5.2 (REACTOR TRIP SYSTEM RELIABILITY-0N-LINETESTING)

The staff issued Generic Letter 83-28 on July 8, 1983 indicating actions to be taken by applicants and licensees based on the generic implications of the Salem ATWS events.

You responded to Generic Letter by letters dated November 7,1983 and April 11, 1986. We have reviewed your responses with respect to the subject item. The details of our review are contained in the attached Safety Evaluation and accompanying Technical Evaluation Report (TER). The TER was prepared by our contractor EG&G of Idaho.

Based upon our review, we find that you have adequately addressed the subject item for the Point Beach Nuclear Plant Units 1 and 2.

This completes our review of Salem ATWS Item 4.5.2, however, MPA B-93 and TAC Nos. 54013 and 54014 will remain open until the staff completes its review of Item 4.5.3, also assigned to these MPA and TAC Nos.

If you have any questions, please contactmeat(301)492-9787.

Sincerely,

/s/

Timothy G. Colburn, Project Manager Project Directorate #1 Division of PWR Licensing-A
