Gentlemen:

This refers to the i spection conducted by Mr. R. A. Caldwell of this office

during the period December 8-11, 1986, of activities authorized by NRC

,

Operating Licenses DPR-51 and NPF-6, for Arkansas Nuclear One, and to the

discussion of our findings with Mr. J. M. Levine and other members of your

staff at the conclusion of the inspection.

Areas examined during the inspection included compensatory measures, security

system power supply, reports and records, and testing and maintenance. Within

these areas, the inspection consisted of selective examination of procedures

.and representative records, interviews with personnel, and observations by the

NRC inspector. The inspection findings are documented in the enclosed

inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements.

Paragraphs 2 and 3 of the enclosed inspection

report provide details of the apparent violations. As discussed in the

telephone conversation of January 7,1987, with you, we have scheduled an

enforcement conference in our office at 10 a.m. on Feburary 12, 1987, to

discuss these apparent violations, the reasons for occurrence, and your

corrective actions. We will also discuss NRC enforcement options.

The material enclosed herewith contains Safeguards Information as defined by

10 CFR 73.21.

Its disclosure to unauthorized individuals is prohibited by

Section 147 of the Atomic Energy Act of 1954, as amended.

Therefore, the

material, with the exception of the reactor cover page, which is an inspection

summary, will not be placed in the Public Document Room.
