~As you are aware, the Nuclear Regulatory Commission will be. conducting a-Regulatory Effectiveness Review (RER) at the Diablo Canyon Facility on May 19-23, 1986. We would like to supplement this review with an evaluation technique that was developed for the Department of Defense called SSORA (Security System Operational Recording and Analysis). The purpose of using the SSORA' evaluation is-to allow us the opportunity to observe its application at a power reactor. Your site has'been identified as a candidate i
site because of,its higher than average sacurity performance, security j
posture, and because of the previously planned RER visit.

-The SSORA approach produces a comprehensive report that shows the interaction of assessment and response components of your security program including guards. The results are beneficial in both' assessing security program performance and in providing specific individual feedback that greatly
, enhances training of security personnel.
