Dear Mr. Denton:
In a letter from Mr. D. A. Nauman to Mr. H. R. Denton, dated January 9,1986, South Carolina Electric & Gas Company (SCE&G) requested a change to Operating
. License Condition 2.C(24) relative to the microseismic monitoring program.
The evaluation required by 10CFR50.91 to support this request was inadvertently omitted frca that submittal, and is hereby attached for the Staff's evaluation.

a Virail C. Summer Nuclear Station Docket No. 50/395 Operatino Licensino Condition 2.C(24J 10 CFR 50.91 Evaluation No Sianificant Hazards Determination South Carolina Electric & Gas Company (SCE&G) has reviewed this request and determined that:
1.
The proposed amendment does not involve a significant increase in the probability or consequences of an accident previously evaluated because the microseismic monitoring will continue under improved controls.
2.
The proposed amendment does not create the possibility of a new or different kind of accident from any accident previously evaluated because the network will continue to provide the same functional data for review as previously available for an extended time period.
3.
The proposed amendment does not involve a significant reduction in the margin of safety since the microseismic network does not control any safety functions of the plant nor provide any annunciation for operator action to control the plant.
Based on the above reasoning, SCE&G has determined that the proposed amendment does not involve a significant hazards consideration.
