SUBJECT:

PROPOSED GENERIC LETTER ON FIRE PROTECTION TECHNICAL SPECIFICATIONS In accordance with your memorandum of February 12, 1986 requesting comments and/or concurrence on the proposed generic letter on fire protection Technical Specifications, Plant Systems Branch (PSB) and Facilities Operations Branch (F0B) have reviewed the proposed generic letters and enclosures, and offer the following coments:

PSB and F0B substantially agree with the guidance to licensees and applicants concerning the submittal of proposed changes to fire protection Technical Specifications (TS). In particular, PSB and F08 support the position that the existing TS requirements presently specified, must be incorporated into the plant procedures, and that changes can only be made in accordance with TS requirements on administrative controls. This reaffims staff views on the importance of fire protection.

2 PSB & F0B note that the Perry Technical Specifications and Licensee conditions reflect the new staff policy. The proposed generic letter should be reviewed for consistency with staff positions taken for Perry.

PSB notes that the Administrative Controls in the Westinghouse STS do not address reporting requirements relative to fire protection.

It appears there may no longer be any reporting requirements relative to fire protection as a result of the proposed changes to the TS.

4 F0B notes that changes to the STS index and bases pages were not included as part of the generic letter.

It would be appropriate to include these STS pages with markups for changes or deletions to greatly simplify the process later as plants make requests to implement the changes.

It would clarify the exact wording and also eliminate any confusion as to what is specifically covered by the generic letter as part of the change.
