SUMMARY

OF MEETING TO DISCUSS THE SSES FIRE PROTECTION REQUIREMENTS AND COMMITMENTS A Meeting was held on February 26, 1985, in Bethesda Maryland between the NRC staff and representatives of PP&L to discuss the SSES fire protection requirements and commitments. A list of meeting attendees is contaired in.

This neeting was called as a result of a Region I fire protection inspection the week of February 11, 1985, that identified potential violations and deviations from the connitments contained in the licensee's fire protection program, the conditions of the license and from the technical requirements of Section III.G of Appendix R to 10 CFR 50.

Mr. W. Barberich stated that PP&L believed they were in compliance with the NRC's requirements and cited as the basis for this position the information contained in Revision 2 to PP&L Fire Protection Review Report and the staff's SER and Supplements. Enclosure 2 contains copies of the viewgraphs presented by PP&L during the meeting.

A discussion between PP&L and the staff followed during whjch the staff attenpted to derive the basis for PP&L's position that Revision 2 of their fire protection plant satisfies both Appendix A to the fore protection Branch Technical Protection (APCSB 9.5-1) and Section III G J and 0 of Appendix R to 10 CFR 50.

Following the discussion the staff caucused and provided PP&L the following i

PP&L should not construe our SER and supplements as explicitly or implicitly approving PP&Ls fire protection program as satisfying Appendix R Section III, G J and O.

2.

To the extent PP&L chooses to use the analysis, either in whole or part, that formed the basis for the Appendix A fire protection j

evaluation, PP&L should be cognisant that the staff indicated during its audit that your Appendix A evaluation would not be sufficient to demonstrate compliance with Sections III of G of Appendix R.

The staff suggested that to the extent that PP&L needs to go beyond their Appendix A fire protection evaluation to demonstrate compliance with Section III.G. then the scope and completeness of any re-analysis should be in accordance with the guidance presented in the regional fire protection workshop.

It was agreed that PP&L should take several days to consider and evaluate the staff position. PP&L indicated they would inform the staff during the week of March 4, 1985 as to the course fo action they intended to take to resolve this issue.

LICENSE CONDITIONS litIT 1: PP8L SHALL MAINTAIN IN EFFECT AND FULLY IMPLEMENT ALL PROVISIONS OF THE APPROVED FIRE PROTECTION REVIEW REPORT, AS AMENDED THROUGH REVISION 2 DATED NOVEMBER, 1982. IN ADDITION, PP&L SHALL MAINTAIN THE FIRE PROTECTION PROGRAM SET FORTH IN APPENDIX R To 10 CFR PART 50.

UNIT 2: PP8L SHALL MAINTAIN IN EFFECT AND FULLY IMPLEMENT ALL PROVISIONS OF THE APPROVED FIRE PROTECTION PROGRAM.
