SUBJECT:

TVA CONCRETE CONSTRUCTION PROCEDURES In response to your March 12, 1986, memorandum concerning TVA Concrete Con-struction Procedures, our review indicates that NRC Question Q130.25 was sent to TVA on June 1, 1977. 'On November 28, 1978, the NRC staff requested this infomation again as Q131.43. TVA responded to the concern on March 26, 1979, as Amendment 38 to the Watts Bar FSAR. Additional changes to the response to Q131.43 have been made by later amendments to the FSAR. is a copy of the pages of the Watts Bar FSAR through Amendment 55 with respect to this subject.. Enclosure 2 is a copy of the questions and answers raised during the CP review of Watts Bar.

While TVA concrete construction specifications deviated from nationally-recognized standards as described in Section 3.8.3.2 of the Watts Bar FSAR, these specifications were reviewed by the staff on the Watts Bar facility at both the CP and OL stages of review, and were determined to be acceptable.

Enclosures 3 and 4 are copies of the CP and OL' Safety Evaluation Reports on Watts Bar on this subject.

In addition, the staff's review of this matter j

indicates the concrete construction specifications used at Sequoyah were essentially the same as those used at Watts Bar. TVA Construction Speci-fications G-2, G-29, G-30, and G-32 were utilized at both facilities,

although they were updated during the licensing and construction process.

The staff is continuing its review of this issue. We are reviewing the NSRS Investigation Report (No. IN-85-995-002, February 21,1986) and other applicable information, and are awaiting the TVA line response to this concern. The staff will address the accepte.bility of the concrete structures at Sequoyah in its restart safety evaluation report.
